nc sure COMMENTS ON THE THREE MILE ISLAND UNIT 1 EMERGENCY PLAN 1.

Letters of agreement with the organizations listed below and which are relied upon in your plan to provide support services or technical assistance during an emergency are not contained in Appendix C.

Revise your plan to include agreements with all organizations which may participate in your emergency response including:

(a) Cumberland County (b) Hershey Medical Center 2.

Expand your description of the conditions and Emergencf Action Levels which will be used to declare each of the four emergency categories, including all of the applicable example initiating conditions set forth in NUREG-0610 and all postulated accidents in the Final Safety Analyses Report. The specific instrument readings, setpoints, or equipment conditions which constitute Emergency Action Levels for each class shall be listed.

Backup instrementation or conditions used to confirm the EALs should also be included.

Include in your standard followup message format the projected and integrated dose rates at 5 miles, in addition to the doses at 2 and 10 miles currently included.

4 Provide a description of your capability to provide initial values and continuing assessment throughout the course of an accident including post accident sampling capability, radiation and effluent monitors, in plant iodine instrumentation and containment radiation monitoring capability in accordance with NUREG-0578 and NRC letter to licensees dated October 30, 1979, 5.

The backup meteorological information relied upon in your plan (Section 4.7.6.2.2) conflicts with the services offered in the National Weather Service (NUS) letter of agreement in which the NWS has agreed only to provide all severe weather warning and information.

Describe your provisions for ensuring that you possess sufficient reserves of emergency equipment / instruments to replace those removed from emergency kits for calibration or repair.

Provide a table showing duty section personnel for onsite support available within 30 minutes and 45 minutes of notification in a format similar to Table 8.

Describe the special qualifications of the personnel from offsite agencies who may be called upon for assistance in emergencies.

Provide a sample of a standard initial accident report form and a followup message form.

10.

Describe your contingency plan to notify the five counties if PEMA fails to contact them within 15 minutes of their notification, of an alert, site emergency or general emergency.

11.

Identify by title or position personnel manning the onsite emergency organization and the offsite emergency support organization, 12.

Confirm that at least one onsite and one offsite communications system have backup power source.

13.

Revise the definition of Protective Action Guide to read:

" Projected radiological dose or dose comitment values to individuals in the general population and to emergency workers that warrant protective action before or after a release of radioactive matertC.

Protective actions would be warrented provided the reduction in individual dose expected to be achieved by carrying out the protectire action is not offset by excessive risks to individual safety in taking the protective action. The protective action guide does not include the dose that has unavoidably occurred prior to the assessment."

Provide a description of and a completion schedule for the means for providing prompt notification to the population meeting the objectives of NUREG-0654, Appendix 3.

Include in the schedule the following milestones: System (s) ordered, system (s) received, construction completed testing completed and in-service.

Provide a description of and a complelion schedule for an upgraded meteorological program meeting the objectives of NUREG-0654, Appendix 2.

Include significant schedule milestones.
