INSPECTION REPORT 50-289/80-05
fDeviation:
The RRR is a three volume document that had been submitted by the
' licensee to NRC-NRR describing the control and requirements to-be
imposed on Unit I restart activities. The inspectors noted that
in a number of instances.this document imposes requiremenes in addition
to those found in the QA Program and implementing procedures such
as GP-1008.'
.
The' inspector identified that those additional RRR requirements were
not included or referenced in any implementing instructions / procedures,
including engineering tasks assigned to the licensee's architect /
engineer (three specific examples are discussed in paragraphs 4.c and 5.b
of this report).
'
The failure to incorporate those additional requirements into
implementing instructions / procedures is considered to be a deviation
since the.RRR is a written commitment to the NRC (289/50-05-01).
Response:
1
The failure to' incorporate the additional RRR requirements into
. implementing instructions has been corrected by the issuance of the
GAI/GPUNC TMI Project Management Manual .rev. O dated 4/30/80 and
GPUNC ES-009.rev. 0 dated-7/8/80.
Paragraph 2:05 of TMI PMM directs
the project engineer to ensure that all GAI work is done in accordance
with RRR.
GPUNC ensures same by using the Verification Checklist in
