September 4,1980 FACILITY: ' Catawba Nuclear Station, Units 1 & 2 IDENTIFICATION OF DEFICIENCY _: Non seismically qualified battery racks supplied with the 4kV diesel electric generating unit batteries.
INITIAL REPORT: On August 5,1980, Mr John Rausch and Mr Bob McFarland of NRC Region II, Atlanta, Georgia were notified of this deficiency by Mr J R Wells and Mr W J.Foley, Jr of Duke Power Company, Charlotte, NC 28242.
SUPPLIER AND/0R COMMENTS: The supplier of the diesel electric generating units is Delaval Turbine, Inc. - Engine and Compresso. Division, Oakland, California.
NIFE, Inc, Lincoln, Rhode Island, a subvendor of Delaval, supplied the subject batteries and battery racks. 'The battery racks were subcontract _ed for manufacture to Power Conversion Products, Crystal Lake, Illinois by NIFE, Inc.
Delaval was responsible for and did the seismic tercing of the battery racks. The original battery rack failed the seismic qualification test, and Delaval worked with NIFE, Inc to modify the rack so that the rack would pass the test. This involved char.ges to the racks which consisted of additional welding and bracing.
.Dra'..ings were to be revised to _show the modifications and utad for mdnuf8Cturing the remaining three racks to be supplied for Catawba.
DESCRIPTION OF DEFICIENCY: During installation of two of the battery racks at Catawba, an. inspection was made of the rack welding and its adequacy was determined to be questionable. 'The supplier of the diesel generator was contacted who in turn contacted the supplier of the battery racks in order to. review their welding practices.
Subsequently, the supplier of the. battery racks notified the diesel generator supplier that three of the four battery racks supplied for_ Catawba Units 1 & 2 were not of the seismically qualified _ vintage.
In addition, the fourth battery rack was not serialized for positive identification.
DESIGNATION OF APPARENT CAUSE OF DEFICIENCY: After seismic testing and modifications to the original battery rack, the part number'an the remaining three Catawba racks was not changed prior to their manufacture.
This allowed standard non seismic racks to be delivered instead of the seismically qualified racks.
ANALYSIS-OF SAFETY IMPLICATION: The deficiency is that three of the four battery racks. supplied with the diesel generator batteries are not seismically qualified. The effect, therefore, of the rack not being seismically qualified is the possibility of the racks collapsing during a seismic event' and causing a loss of the DC power required during the.
starting and operation of the diesel electric generating units. DC power is required for ' generator flashing, engine control and' valve ' operation.

COMECTIVE ACTION: All four battery racks' wilI be returned to NIFE, Inc. The' battery rack that was seismically tested lwill be compared to the proper -
drawings, identified,. and serialized. The manufacturer will. fabricate and serialize three new racks in.accordance with the_ proper drawings and procedures. These racks are~ expected to be returned to the Catawba site by September 15,~1980.
