SUMMARY
OF MEETING ON TECHNICAL SUPPORT CENTER FOR COMANCHE PEAK Summary A meeting was held at NRC Headquarters, 7920 Norfolk Avenue, Bethesda, Maryland on Tuesday morning, August 26, 1980. The applicant was represented by staff members from both Texas Utilities Generating Company (TUGCO) and Texas Utilities Services, Inc. (TUSI). The NRC/NRR was represented by members of the Emergency Preparedness Program Office, Division of Human Factors, and Division of Licensing. An attendance list is enclosed.
The requirement for an onsite technical support center was recommended in NUREG-0578 issued in July 1979. Provision of such a center became a requirement in a letter from Mr. Eisenhut dated October 30, 1979. The applicant has been working on the design of this facility for some time.
On August 1,1980, the NRC issued NUREG-0696, " Functional Criteria for Emergency Response Facilities" to all applicants and licensees. Repre-sentatives of the applicant had attended the workshop on this document.
The purpose of this meeting was to discuss the implementation of the functional criteria given in the above documentation for the Comanche Peak technical support center.
Meeting Details The applicant intends to locate the technical support center in the former observation area overlooking the control room and in nearby offices in the same elevation. We discussed the available space and proposed general arrange-ment for information display within the technical support center. The location and flexibility of arrangement are favorable. The square feet of space is slightly less than recommended in NUREG-0696. However, we commented that it may be acceptable to overcome a minor space deficiency by providing compensating space in the emergency operations facility or other adjacent offices.

Wa discussed the functional split between the technical support center and enargency operations facility. The technical support center should be oriented toward handling reactor operational and plant system information; and it must perform the function of the emergency operations facility until it is activated. The emergency operations facility should be oriented toward handling radiation release and monitoring data. We noted that staffing criteria for the technical support center and the emergency operations facility is scheduled to be issued in October 1980. We recommended that the technical support center be used in normal operations by the shift technical advisor and other professionals. The largest room could be used as a class-room for training.
We discussed the data acquisition system in the technical support center.
The applicant is proposing to use a CRT to display information. We commented that we are developing criteria, but do not intend to design the system.
We recommend a flexible system; e.g., Grimes suggested slave output terminals on the CRT. The key to system acceptability will be " reliability".
Up to this point, the NRC staff was represented by Messrs. Grimes, Ramos, and Burwell. For the second part of the meeting (hereafter) the NRC staff was represented by Messrs. Beltracchi and Burwell.
We discussed the functional criteria for the data acquisition system provided in the technical support center. We have no requirement for the OCT0GON or any other trade name data acquisition or display system. We will need to see quantitative data, and the system should display data in a form that will show trends. A fundamental requirement is that the data be presented in a form that the reviewer can *adily understand what is happening as the transient progresses. The system must also be capable of data storage and time sequence retrieval. The development of functional criteria still remains an evolving process, particularly in areas involving human factors considerations.
We discussed the design criteria for the safety parameter display system. The system should be designed for a high level of reliability. ' The design relia-bility goals are described in NUREG-0696. Mr. Beltracchi commented that isolation from the station process computer should be given careful consider-ation in view of our past experience with the reliability of this process computer. The loss of electrical power should not result in the loss of recorded data. The instrumentation shall meet safety grade requirements of Regulatory Guide 1.97 where parameters common to Regulatory Guide 1.97 are designated. display and processing devices need not be Seismic Category I, but must be designed to withstand an operating basis earthquake.
