T, PIPE BREAK OUTSIDE OF CONTAL4 MENT FOR THE OYSTER CREEK NUCLEAR GENERATING STATION On September 9,1980, a meeting was held in Bethesda, Maryland with representatives of Jersey Central Power and Light Company (JCPE) l and their consultants. A list of attendees is enclosed (Enclosure 1).
The meeting agenda is listed on Enclosure 2.
In our July 10, 1980 letter to JCPR, we reques?.ed that the licensee provide a schedule for modifications to be installed to provide adequate protection against the effects of postulated pipe breaks in the emergency condenser steam and condensate lines in the reactor building. Schematic i
diagrams of the system are shown on the meeting handouts (Enclosure 3).
One concern is that the effects of a postulated break could prevent the two isolation valves on the steam supply line from closing. The i
l licenses stated that there is not sufficient room inside containment to install another isolation valve. Barriers would be massive because i
of the size of the lines. Accordingly, they are going to propose a leak detectimi system based on the concept that the pipes will leak before they break. JCPE is considering two concepts: (1) an acoustic system designed by Westinghouse, and (2) a :asisture detection systas.
We indicated that they should also consider including augmented inservice j
inspection.

JCP&L stated that modifications that were made to the plant since the submittal of Amendment No. 75 to the Facility Description and Safety Analysis Report, have resolved our concerns regarding postulated main feed and main steam line breaks in the turbine building mezzanine area.
