Dear Mr. Beard,

Jr.

SUBJECT:

CRYSTAL RIVER UNIT 3 - RESEARCH PROJECT ON TRAINING-RELATED PERFORMANCE INDICATORS This letter is to request FPC's cooperation =in discussing with NRC contractors (Science Application International Corporation and their consultant, Ms. Rita Graham) an NRC research project to identify and evaluate training-related performance indicators. One of the purposes of this work is to better understand and explain how training affects plant safety in a systematic manner.

This project bas reached the point where discussicns with plant training personnel would help in better understanding the actual implementation of the Systematic Approach to Training and the interfaces between training and the operating and maintenance functions.

In order to obtain this understanding, the project personnel, John Wreathall (SAIC) and Rita Graham (Consultant),

would like to arrange a one-day meeting in January 1990 with the Crystal River.3 training departrent staff to discuss this work.

We would appreciate your cooperation on this study. We believe that the results will be generically beneficial to the nuclear utility industry.

Detailed arrangements for a meeting will be made through the NRR Project Manager, Harley Silver, or Tom Ryan of the Office of Research.

Sincerely, Original signed.by l

Herbert N. Berkow, Director l
