REQUEST FOR RELIEF FROM THE CODE FOR TWO BIT DISCHARGE VALVES (TAC 75050) - SEQUOYAH NUCLEAR PLANT, UNIT 2 In the letter dated October 4,1989, you requested relief from the require-ments of Section XI of the American Society of Mechanical Engineers (ASME)
Boiler and Pressure Vessel Code (Code).
You requested temporary rel'ief for l
one year, until the Cycle 4 refueling outage for Unit 2 in 1990, from the quarterly stroke test requirements in IWV-3411 of Section XI of the Code.
This relief was for the two parallel safety injection valves located in the Unit 2 discharge line for the boron injection tank-(BIT).
You stated that i
that exercising these valves may result in an increase in the total leakage from the reactor coolant system and a reduction in the boric acid concentration within the BIT.
The dilution of the BIT may require Unit 2 to enter Limiting Condition for Operation 3.5.4.1 on the BIT and possibly start a shutdown of the unit tf the boric acid concentration cannot be kept within the required values.
l You requested an expedited review of this relief request because.the next l
scheduled stroke test was October 27, 1989, twenty-three days from the date of l
your request.-
The staff and its contractor, Oak Ridge National Laboratory, reviewed your request and held telephone conference calls with your staff on October 10, 1
12 and 13, 1989. During the conference calls, we explained that we could not support the relief request to forego testing the valves for one year and discussed several testing alternatives and design details.
On October 13, 1989, your staff withdrew this request for relief for the BIT i
discharge valves. This closes out the staff's review of this request for relief from the Code.
