INSPECTION REPORT NO. 50-325/89-34 AND 50-324/89-34
This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by
William H. Ruland on October 2 - 31, 1989. The inspection included a review of.

activities . authorized for your Brunswick facility.
At the conclusion of the
inspection . the findings were .~ discussed with thoss members of your- staff
identified in the enclosed inspection report.
- Areas' examined during the inspection are identified in the report.
Within
'
these. areas, the inspection consisted of selective examinations of procedures.
and representative records, interviews with personnel, and observation of
activities in progress.
The inspection findings indicate- that certain activities appeared ~ to violate

.NRC' requirements.
Violation. 50-325, 324/89-34-47,. described in paragraph 6.c
- of ' the enclosed Inspection Report, is under consideration for escalated

enforcement action.. Accordingly, no Notice of Violation' is being issued at
this time, and no response tc -that violation is required.
However, please be
' advised that the number and characterization of violations described in the-
s
- enclosed Inspection , Report may change as a result of further NRC review.
You
will be' advised by separate correspondence of the results of our deliberations
on-this' matter.
.The enclosed. Inspection Report also identifies activities that appeared to
violate NRC requirements but are not cited; therefore, no response to those
violations'is-required,
As discussed . in - paragraph 4.c of the enclosed inspection report, it was

observed that your immediate ccrrective action for violation 50-324/89-26-02-
(transmitted to you. on November 6,
1989, and to which you have not yet
responded), was too narrow in scope, permitting a similar tagging problem to go
',
undetected.
We understand that you will address this latest problem when you
respond to the referenced violaticn.
