This letter forwards the above subject Final Seabrook Nuclear Power Plant SALP

Report (Enclosure 1). The SALP identified good overall performance except for

the June 22, 1989 Natural Circulation Test.

During that test, failing to trip

the reactor as required on low pressurizer level and then initially failing to'

'

premise further operation upon resolution of human performance considerations

i;

were a significant exception to the otherwise good performance during the SALP

period.

~We note-that your October'31, 1989 SALP comments (Enclosure 2) generally agree

.

with,our assessment. We acknowledge your comment that the Independent Review

,

Team did'not confirm certain NRC observations regarding strained departmental

interfaces. 'While we did not change the SALP report, we will readdress this

-

particular. aspect during the next SALP period. We also acknowledge that you

'

plan to shift amphasis of the Operational Quality Assurance Program toward more

performance based inspections.

At an October 11, 1989 meeting at your corporate offices (meeting attendees are

i

listed in Enclosure 3), we discussed this SALP evaluation with you based on the

SALP.' Board report forwarded to you on September 26, 1989 by Enclosure 4.

From

our. discussions at this meeting, it appears that you have been applying appro-

priate management attention to improve performance.

No reply to this letter is required. We will be separately monitoring and

i

assessing your-Corrective Action Plan which you are in the process of imple-

menting in response to the June 22, 1989 event and subsequent NRC Confirmatory

/

'

Action Letter No. 89-11 and related Notices of Violation and Civil Penalty.
