Louisiana Power and Light Company responded to Generic Letter 88-11 which requires the licensee to use Regulatory Guide 1.99, Rev. 2 to calculate the nil. ductility reference temperature of. reactor vessel beltline materials. The reference temperature relates to pressure-temperature limits in Waterford Unit 3 Technical Specifications 3.4.

We have4 completed the review of the submittal with' assistance from the Idaho

'j National Engineering Laboratory.

Based on our evaluation,-we' conclude that i

the existing' pressure / temperature limits for the reactor coolant system for

~ heatup, cooldown, -leak-test, and. criticality are acceptable through 10 calendar years and they may be kept in the Waterford Unit 3 Technical-Specifications'.
