SUPPLEMENTAL SAFETY EVALUATION RELATED TO THE ARKANSAS NUCLEAR ONE,-UNIT 2 INSERVICE TESTING (IST) PROGRAM Enclosed is a Supplemental-Safety Evaluation (SSE) for the Arkansas Nuclear
.0ne, Unit 2, inservice Testing-Program. 'The staff's Safety Evaluation (SE)
-for this program was originally issued on Jule 20, 1985. Subsequently, Arkansas Power and Light (AP&L) submitted a letter dated September 30, 1985 which contained additional relief requests and which disagreed with some of
- the items in the SE. The staff has evaluated this submittal against the requirements of 10 CFR 50.55a, Generic Letter No. 89-04, and the ASME Code,
'Section XI. The results of this review are contained in the enclosed SSE.
TAC No. 67457 is therefore considerad completed based upon issuance of this evaluatier.
As-noted in the evaluation, the staff has determined that the Code testing requirements are impracticci for the emergency feedwater pump turbine governor
. valve, and has determined that the alternate testing of the valve as required therefore pursuant to 10 CFR 50.55a(a)(3)(i)ptable level'of quality and safety, by Technical Specifications provides an acce relief is being granted from the IST requirements.--In addition, the staff has determined that the quarterly position checks for A/E valves 2FP-35 and 2FP-36 result in a hardship without a compensating increase in the-level of quality and safety. Therefore relief is
- being granted from the IST Code requirements, pursuant to 10 CFR 50.55a(a)(3)(ii).
Firially, the staff determined that the Code requirements to measure charging pump differential pressure as_an indication of hydraulic performance were burdensome and could be met by measuring chargirig pump flow rates instead with
'an acceptable-level of quality and safety.
Pursuantto10CFR50.55a(a)(3)(1),
relief is granted.
-This granting of relief is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest.
In making this determination, the staff has giver, due consideration to the burden that could result if these requirements are imposed on your facility.
ilt was also indicated in the evaluation that the staff did not grant the requested relief from the Code requirements for several items. They included the following:
the requirement to correlate the measured stroke times of power operated valves to the previous stroke time measurements; the requirement to quarterly exercise valves 2CV-1480-2, 2CV-1481-1, and 2CV-5038-1; the requirement to leak test valves 2CV-5084-1, 2CV-5086-1, 2SI-16A, 251-16B, 2SI-27A, 2SI-27B, 2SI-28A, and 2SI-28B; and the requirement to measure the flow rate for the service water pumps.
