The NRC Systematic Assessment of Licensee Performance (SALP) has been completed
i
for your Brunswick facility.
The facility was evaluated for the period
September 1, 1988 through August 31, 1989.
The reruits of the evaluation are
documented in the enclosed Interim SALP Report.
This report will be discussed
with you at a public meeting to be held at the Brunswick Media Center on
!
November 9, 1989, at 2:00 p.m.

The performance of your Brunswick facility was evaluated in the functional
.
areas of plant operations, _ radiological controls, maintenance / surveillance,
!
emergency preparedness, security, engineering / technical support, and safety
t
assessment / quality verification.-
Overall, the assessment indicates that
although mixed, Brunswick's performance was good.
Improvements were noted
in the functional areas of engineering / technical support and safety
assessment / quality verification.
Additionally,
security sustained the
superior performance of the previous assessment period.
Management attention to detail and oversight has been successful in
l
terminating the previously identified declining trend in the operations area
and improving the performance in the engineering / technical support and safety
assessment / quality verification areas.
A conservative approach to safety and
'
well managed evaluations was evident in the Brunswick response to hurricane
Hugo.
.The SALP board noted in characterizing several areas that performance was
mixed indicating that the board had some difficulty in arriving at the overall
-
positive tone of the assessment.
This is particularly obvious in the board
l
l
recommendations which predominately recommend that the NRC inspections continue
'
at a high level in the functional areas.
These staff recommendations are not
consistent with the definition of a SALP Category 2 and may be reflective of
the need for Brunswick to demonstrate improved performance in a more objective
manner, i.e. , via effective implementation of the Integrated Action Plan in
accordance with the committed schedule.
Any comments you have concerning our evaluation of the performance of your
Brunswick facility should be submitted to this office within 30 days following
the date of our meeting.
These comments will be considered in the development
of- the Final SALP Report.
Your comments and a summary of our meeting will be
issued as an appendix to the Final SALP Report.
