This Jetter refers to the routine safety inspection of your actions in response
- to " Expeditious Actions" described in Generic Letter 88-17, " Loss of. Decay Heat

Removal." -The inspection was conducted by Mr. J. M. Trapp and.Ms. A. E. Lopez-
of this office on: September 25-29, 1989, at Beaver Valley Power Station Units l'
- and~2,'Shippingport Pennsylvania._ A' discussion of our findings was held by

Ms' :Lopez with Mr. _ Lacey and Mr.- Crockett at the conclusion of this inspection.

~ Areas examined during this inspection are described in the NRC Region I Inspection
- Report which is. enclosed with.this letter. Within these areas, the inspection:
consisted of selective examinations of procedures and representative records,

- interviews with. plant staff, and observations by the inspectors.
The-inspectors found that the " Expeditious Actions" described in your response

to. Generic. Letter _88-17 (dated January 13,1989),- except for Unit 1 RCS level

~ indication,~had been implemented at the Beaver Valley Power Station. Our

inspectors noted that procedures.for installation and calibration of RCS level

~ instrumentation _to be used.during Unit 1 mid-loop operation were not in place.

'It'is our understending- from discussions with your staf f, that you intend to
establish the above calibration and installation procedures prior to entering

mid-loop operation.
If this understanding is incorrect, please notify us in
writing within 30 days _of receipt of this letter.
As stated in section 2.2 of

the' attached inspection report, this RCS. level' concern remains unresolved pending
