1.0 INTRODUCTION
Technical Specification 4.0.5 for the Catewba Nuclear Station, Units I and 2, states that the surveil;ance requirements for Inservice Ins and Testing of the American Society of Mechanical Engineers (ASME)pection Boiler and Pressure Vessel Code Class 1, 2, and 3 components shall be applicable as follows:

Pursuant to 10 CFR 50.55a(g)(4), ASME Code Class 1, 2, and 3 components (including supports) shall meet the requirements, except the design and access provisions and the preservice examination requirements, set forth in the ASME Code,Section XI, " Rules for Inservice Inspection of Huclear Power Plant Components," to the extent practical within tie limitations of design, geometry, and materials of construction of the components.
The regulations raquire that inservice examination of components and system pressure tests conducted during the first ten-year interval shall comply with the requirements 4 the latest edition and addenda of Section XI of the ASME Code incorpm.d by reference in 10 CFR 50.55a(b) on the date twelve months prior to tic & te of issuance of the operating license, subject to the limitations M codifications listed therein. The components (including supports) may meei, tne requirements set forth in subsequent editions and acdenda of the ASilE Code incorporated by reference in 10 CFR 50.55a(b) l subject to the limitations and modifications listed therein.
Pursuantto10CFR50.55a(g)(5),ifthelicenseedeterminesthatconformance with an examination requirement of Section XI of the ASME Code is not practical for his facility, information shall be submitted to the Commission L
in suppert of that determination and a request made for relief from the ASME Code requirement. After evaluation of the determination, pursuant to 10 CFR 50.55a(9)(6)(1), the Comission may grant relief and may impose alternative requirements that are determined to be authorized by law, will not endanger life or property or the common defense and security, and are otherwise in the public interest, giving due consideration to the burden upon the licensee that could result if the requirements were imposed.

- The licensee, Duke Power Company, has prepared the Catawba Nuclear Station, Units 1 and 2, First Ten-Year Interval Inservice Inspection (ISI) Program i
t Plan, through Revision 4 to rueet the recuirements of the 1980 Edition, Winter 1981 Addenda of ASME Code Section XI except that the extent of examination for Class 2 piping welds in the Residual Heat Removal, Emergency Core Cooling, and Containment Heat Removal systems has been determined by the 1974 Edition through Summer 1975 Addenda as required by 10 CFR 50.55a(b).
The staff, with technical assistance from its Contractor, the Idaho National Engineering Laboratory (INEL), has evaluated the First i
Ten-Year Interval Inservice Inspection Program Plan, through Revision 4, additional information related to the Program Plan, and the request for relief from certain ASME Code requirements determined'to be impractical for Catawba Nuclear Station Units 1 and 2, during the first inspection interval.
2.0 EVALUATION The ISI Program Plan has been evaluated for (a) application of the correct Section XI Coce edition and addenda) a(b) compliance with exarnination and test requirements of Section XI, (c cceptability of the examination sample, (d) compliance with prior ISI commitments made by the if censee, (e) correctness of the ap lication of system or component examination exclusien criteria, and (p) adequate information in support of requests for f
relief from impractical Section XI Code requirements.
The staff has determined that the licensee's ISI Program Plan reflects compliance with the requirements listed above.
The information provided by the licensee in support of the request for relief from impractical requirements is documented in the attachea INEL Technical Evaluation Report EGG-SD-7849. We concur with the findings and recommendations contained in the subject report. Table I presents a summary of the relief requested and the status of the request as determined by the staff.
3.0 CONCLUSION
The staff concludes that the Catawba Nuclear Station Units 1 and 2 First Ten-Year Interval Inservice Inspection Program Plan, through Revision 4, with the additional information provided and the specific written relief, constitutes the basis for compliance with 10 CFR 50.55a(g) and Technical Specification 4.0.5 and is therefore 6cceptable.
