Violation forwarded to-you in our-letter dated August 28, 1989.

We haveireviewed your. response to the-violation identified in the Notice-

cregarding' local leak rate testing of certain containment penetrations and have

found it- necessary to' request you to clarify your response as it pertains to

containment penetration number 41. Consequently,1you are requested to attend-

.an Enforcement-Conference in the NRC Region I office on: December 5, 1989, at

2:00 p.mt, to-further describe that aspect of your response.

At that: Enforcement' Conference you should be prepared to address, in specific

detail,-the circumstances-involved in deferring the local-leak rate test of

penetration No. 41'beyond'its established interval.
