Meeting of EPA /NRC Interface Council j
The EPA /NRC Interface Council met on November 8,1989. Topics discussed included:
1)' radiation protection trainin facilities; 2) Synar hearing follow-up; 3)g for inspectors of mixed. waste l
coordination of mixed waste activities; 4)' status report on EPA radiation standards for air emissions, LLW, HLW and mill tailings; 5) coordination on Superfund actions; and
- 6) information exchange on effects of the Loma Prieta earthquake. The next meeting is planned for February 1990 at NRC's White Flint offices, i
Safety Light Corporation /USR Industries At a pre-hearing conference before three ASLBP judges on October 19, 1989, USR Industries' attorneys argued that the NRC did not have jurisdiction over USR when it issued orders in March and August 1989.
In particular, the attorneys argued the August order, which required Safety Light and USR to establish and fund a $1 million trust to pay for a characterization study of the radiological contamination of the Bloomsburg, PA site now operated by Safety Light, should not have been innediately effective.
Instead, they reasoned, the USR should have been allowed to litigate the matter before being required to fund the trust. The judges subsequently issued to both parties a temporary stay of the innediate effectiveness, and directed USR and the NRC staff to file briefs in support of their respective positions. USR filed its brief on November 6.
The staff has been given until November 16 to file its brief.
White Flint Water Testino As a result of recent water sampling by the Public Health Service, the entire potable water system has been determined to be safe and within the allowable EPA standard.

C Office of Nuclear Reactor Regulation items of Interest Week Ending November 9, 1989 Maine Yankee - Emergency Preparedness Exercise Exemption Request On October 27, 1989, the licensee formally requested an exemption from conduc-ting both the biennial, full particioation emergency preparedness exercise and the yearly on-site emergency exercise. The exercise had been scheduled for November 14 and 15 and was required prior to the end of CY 1989. The request was based on the sudden unavailability of FEMA to observt and evaluate the exercise due to demands associated with the recent emergencies in California and South Carolina.
After discussions between FEMA, Region I, OGC and NRR, the licensee was informed that the yearly on-site emergency exercise should be conducted this calendar year but that a schedular exemption for the full participation exercise would, in all likelihood, be granted. NRR is coordinating this effort with OGC, and Region I as well as obtaining supplemental information from the licensee.
Sequoyah Nuclear Plant Unit 2 On Saturday, November 4,1989, power was reduced on Sequoyah Unit 2 from 75% to 30% and a containment entry was made to identify the source of a 4.9 gpm reactor coolantsystem(RCS) leak. The licensee determined that the reactor vessel head vent valves were leaking. The valves were closed isolating the le3k.
RCS leakage is now at 0.04 gpm and power has been returned to 75% power as of November 6, 1989.
Surry. Unit 2 The licensee declared an unusual event (due to temperature reduction) when on November 6, 1989, while holding RCS pressure at 2335 psig for post-maintenance pressure testing, the "C" pressurizer safety valve (PSV) lifted (6% below the recently recalibrated setpoint of 2485 psig). After a few seconds, it reclosed sig. The licensee suspects that the loop seal upstream of the pres-at 2255 p(PZR) safety valve is no longer present and therefore declared the "C" surizer safety valve inoperable. Since Surry's Tech Specs require 3 PSVs to be operable with a lifting setpoint of 2485 psig i 1%, the plant entered an LCO requiring it to be in cold shutdown within 30 hours3.472222e-4 days <br />0.00833 hours <br />4.960317e-5 weeks <br />1.1415e-5 months <br />.
NRR and regional staff are coordi-nating with the licensee on this matter.
Westinghouse has identified a generic problem with regard to the PSV lift setpoints.
It is a concern for those plants having loop seals upstream of the PSVs. Recent testing of several Crosby PSVs, (like those at Surry) by Westing-house showed that the lift setpoint actually dropped by between 4 and 8 percent in a steam rather than a water environment, i.e., no loop seal available.

- c Sequoyah Unit 2 The licensee is shutting down Unit 2 for repairs and inspections. The i
Unit will be.in Mode 3 by 7:00 p.m. on November 8, 1989. The outage is anticipated to last for eight days and the outage work will include reactor head vent valve manifold replacement, pressurizer PORY inspection (both PORVs),
i and pressurizer safety valve and piping 1nspectibn. The licensee considers these items as the possible contributors to recent high RCS leakage problems.
The licensee will also take advantage of this outage to conduct walkdowns in containment in preparation for modification work planned for the Cycle 4 i
refueling outage in the fall of 1990. The unit will remain in Mode 3 during the outage. Resident Inspectors are following the shutdown and the licensee's plans for the outage.

BWR Stability There was a meeting with the BWROG on stability on November 2 to discuss proposed long term solutions fer scram available conditions. This was the first in a series of working meetings. There are three proposed solutions
)
being worked on. They involve (1) regional boundaries with rod insertion trip 1
on entry and optional stability monitoring, (2) Average Power Range Monitor
[APRM) trip for BWR 2s and (3) local Power Range Monitor [LPRM] activated rod insertion trip. The BWROG-GE presentation indicated that constderable progress has been made in defining and marking out details of the proposals. At this stage, each alternative seems workable, but there remains considerable detailed calculation work to be completed. This work is continuing on all proposals.
The next meeting will probably be in early December.
Present projection for a BWROG written licensing basis report is late January 1990.
South Texas Project. Unit 2 (STP-2) f At 0300 on November 4, 1989, STP-2 came off line to begin a 44 day scheduled octage. The primary reasons for the outage are inspection of the BMI thimble tubes and inspection of the low pressure turbine.
In response to the thimble tube wear problems experienced on Unit 1, thicker thimble tubes were installed on STP-2.
It was expected that they would be less susceptible to flow induced vibration and wear. During this outage, all thimble tubes will be inspected using the eddy current technique to determine if they have experienced wear.
Thicker thimble tubes were installed on Unit I during the recently completed refueling outage.
During the recent Unit 1 outage, the licensee discovered cracks on the stationary blade rings of the low pressure turbine. The cause of the cracks was determined to be fatigue due to resonance. The STP-2 low pressure turbine will be inspected for cracks and modifications will be made to the turbine to eliminate the resonant frequency.

i INDUSTRIAL AND MEDICAL NUCLEAR SAFETY Fuel Cycle Safety West Valley Demonstration Project Representatives from the West Valley Demonstration Project (WVDP) presented information to the NRC staff on November 6,1989, on tha West Valley tumulus -
concept for low-level waste (LLW) disposal.
In the course of solidifying liquid high-level waste at the site, the WYDP will produce about 15,000 drums of cemented LLW. The LLW produced to date, about 5,000 drums, is being stored in a shielded warehouse facility. Pending the outcome of an Environmental Impact Statement, the Department of Energy may recommend converting the storage facility into a permanent disposal tumulus by covering it with intrusion barriers and layers of low permeability clay. The NRC staff will have the opportunity during the Environmental Impact Statement process to comment on the desirebility of disposing of the LLW on the West Valley site as well as on the details of the tumulus design.
Materials Safety Television Interview Dr. John E. Glenn, Chief. Medical, Academic, and Comercial Use Safety Branch, NMSS, will be interviewed by Montgomery Comunity Television on November 16, 1989, at 3 p.m.
The subject of the interview will be the Nuclear Regulatory Comission's radiation safety requirements for the use of radioisotopes in medical facilities.
SAFEGUARDS Domestic Uranium Tracking On November 7,1989, NMSS staff members met with representatives of the l
Department of Energy / Energy Information Administration (DOE /EIA), Nuclear Resources International, and Jupiter Corporation to discuss issues related to reconciliation of uranium accounts, particularly these involving foreign transactions. EIA provides data and analytic support to Congressional Committees regarding the worldwide supply and usage of uranium and is exploring the possible use of data collected by NRC, DOE, Department of l
State and Commerce.

-4 Department of Energy's Oak Ridge operation. The plates were manufactured by a U.S. fuel fabricator about 10 years ago. Arrangements are now being made to transport the plates in Category 11 quantity shipments to their final destination. Staff intends to inspect the first of the shipments at the port of embarkation.

Meeting Concerning Model No. UNC-2901 Shipping Package On November 2,1989, Transportation Branch staff met with Combustion Engineering (CE) to discuss the Model No. UNC-2901 shipping package. The container is used to ship uranium oxide in powder or pellet form. CE has requested an amendment to permit uranium with up to five weight percent enrichment in the U-235 isotope. CE described the criticality analyses which had been performed to demonstrate that the Model No. UNC-2901 meets the requirements of 10 CFR Part 71 for fissile material packages.
HIGH-LEVEL WASTE MANAGEMENT High-level Waste Technical Exchange on Tectonics On October 31, 1989 staff from the Division of High-Level Waste Management and the U. S. De >artment of Energy participated in the second of a series l
of Technical Exc1anges on the subject of tectonics. The purpose of this interaction was to discuss the range of tectonic models of the Yucca Mountain site that can be supported by the currently existing data base and to discuss the associated interpretations, with an emphasis on understanding the current uncertainty related to defining tectonic models for the southern Great Basin.
The Technical Exchange was followed by a two-day on-site visit to various field l
sites where geologic features relevant to tectonic models of the Yucca Mountain site are exposed. The State of Nevada and its contractors participated both in the Technic 61 Exchange and in the on-site visit. All parties involved considered these interactions extremely beneficial in bringing together j
knowledgeable experts for a free and open discussion of views on tectonic models.
Interactions Scheduling Meeting on High-level Waste issues On November 8, 1989 staff from the Division of High-Level Waste Management (HLWM) met with representatives from the U. S. Department of Energy (DOE) to discuss and schedule future interactions between December 1989 and September -
1990. Although the HLWM staff had identified an average of three interactions per month, DOE reported that, due to budget constraints and ongoing work to reevaluate its program, it was unable to support more than one interaction per month.
In addition, to maximize its resource utilization, DOE was focusing these interactions in areas related to surface based testing. The HLWM staff and DOE agreed to nine interactions through September 1990. DOE did agree to meet with the staff again in March 1990 to discuss additional interactions after it had a better definition of activities to be conducted in FY90 and 91.

Resolving Safety Issues and Developing Regulations 1
Valve Test Closures Recent NRC-sponsored valve test closures during hot water and steam blowdown conditions resulted in isolation of most flow through each of the six valves tested. However, several tests resulted in flow area closure but not in full seating of the valve. During one such test, there was considerable noise from f
significant leakage after the valve stopped closing.
Further, it is likely that torque limits used during the test may be above settings on some valves now in service to isolate postulated primary system pipe breaks outside of containment. Also, on most valves tested, the required closure forces were well in excess of those previously predicted, and/or the mer.sured non-linear response would preclude reliable and accurate closure force determination from data obtained at normal plant operating conditions, and/or significant valve damage was observed.
Licensees have been required to address and correct these concerns under programs that they must develop in response to Generic Letter 89-10.

The Technical Training Center arranged for the training at the request of NRR/RY. Attendees included supervisors and staff from NRR, AEOD, OCM and the regions.. The course presented a practical approach to i
procuring electrical and mechanical replacement parts including commercial grade items for safety-related systems in an operating nuclear power plant.

Office of Governmental and Public Affairs Items of Interest Week Ending November 9, 1989 State. Local and Indian Tribe Programs Nuclear Safety: Power Production and Waste Disposal Conference Roland Lickus. Director of Region III State and Government Affairs, attended "Neclear Safety: Power Production and Waste Disposal" on November 6-7, 1989 in Chicago, Illinois. Commissioner Kenneth Rogers gave a keynote presentation on a session on "The Nuclear Future". Comissioner Rogers' remarks were entitled "The Current State of the Nuclear Power Industry - A Regulator's Perspective".
This session featured discussions on new technologies for the 21st Century, underwriting new nuclear construction, proposed institutional changes to national nuclear policy and decomissicning. Eric Beckjord, Director of the Office of Research, participated on a panel-discussion on " Nuclear Power Safety
- A Decade after TMI". There were also panel discussions on high-level waste disposal and low-level waste disposal and discussion on the status of the Central Midwest LLW Compact and the Midwest LLW Compact. Mr. Lickus also accnmpanied Commissioner Rogers on a tour of the Illinois Department of Nuclear Safety facilities on November 8, 1989 in Springfield, Illinois.

Oregon Legislative Committee Hearing Dean Kunihiro, Region V State Liaison Officer, and Marvin Mendonca, Region V Section Chief, participated in a hearing of the Oregon State Senate Committee on Environment, Hazardous Materials and Energy on November 8,1989 in Salem, Oregon. The Committee held the hearing to obtain information on the circumstances surrounding the recent NRC escalated enforcement action at the Trojan Nuclear Plant. Mr. Kunihiro provided a brief statement on the role of the NRC in monitoring nuclear power plants.

Waste Program NOTE: 1) The Senate Armed Services Committee has scheduled a confirmation hearing on Victor Stello's nomination as Assistant Secretary for Defense Programs for Wednesday, November 15, at 9:00.

Agency Safety and Health Manager's Activities During the week of October 30, 1989 Banks Mitchum, Agency Safety and Health Manager, attended the Annual Federal Safety and Health Conference in Chicago for two days. During this same week he conducted the OSHA required evaluation of the Region III Occupational Safety and Health and Radiation Protection Programs. The Region III Programs are well-organized and effective Programs.
Agency Meets Goal for Combined Federal Campaign After a successful Pledge Marathon Day in Headquarters on November 8, 1989, i
the NRC exceeded its goal of raising $200,000 for the 1990 Combined Federal Campaign. -The Campaign ends on November 15, after which the percentage of employees donating and total dollars raised will be announced.

Significant Enforcement Action A Notice of Violation and Proposed Imposition of* Civil Penalty in the amount of $500 was issued to Uniroyal Goodrich Tire Company, Woodburn, Indiana on November 8, 1989. This action is based on an incident involving inadvertent disposal of two gauges, each containing 12.2 m1111 curies of stror. tium-90, to an unlicensed facility, and numerous other violations that, in the aggregate, were considered to represent a breakdown in control of licensed activities.
These violations include failure to:
(1) secure licensed material from unauthorized removal while stored in an unrestricted area, (2) have an authorized individual act as radiation protection officer. Safety Light Corporation /USR Industrier At a pre-hearing conference before three ASLBP judges on October 19, 1989, j
USR Industries' attorneys argued that the NRC did not have jurisdiction over USR when it issued orders in March and August 1989.
In particular, the attorneys argued the August order, which required Safety Light and USR t
to establish and fund a $1 million trust to pay for a characterization
+
study of the radiological contamination of the Bloomsburg, PA, site now operated by Safety Light, should not have been immediately effective.
Instead, they reasoned, the USR should have been allowed to litigate the matter before being required to fund the trust. The judges subsequently issued to both parties a temporary stay of the insnediate effectiveness, and directed USR and the NRC staff to file briefs in support of their respective positions. USR filed its brief on November 6.
The staff has been given until November 16 to file its brief.

Three Mile Island 2 On Thursday, November 2,1989, Mr. Vladimir G. Asmolov, Head of Division, Kurchatov Atomic Energy Institute, and six other senior Scientists and Engineers from the Soviet Union toured TMI-2. During their visit, the delegation was given briefings on the TMI-2 accident sequence, status of defueling/ decontamination of the TMI-2 facility and a brief plant tour.
In addition, a discussion was conducted on the licensee's methodology of evaporating the water generated during the accident.
On Friday, November 3, 1989, the two senior members of the delegation, Mr. Vladimir G. Asmolov and Mr. Yuri M. Nikitin, Head of Department, Power Energotechnology Institute toured the entire facility, which included an entry and a walk through of the Reactor Building and the defueling platform atop the reactor vessel.

Calvert Cliffs 1 and 2 Based on a licensee presentation to NRC on November 1, 1989, and the results of a conference call held on November 2, NRC Region I decided to conduct the Readiness Assessment Team Inspection starting on November 6.
The exit for this inspection is tentatively scheduled for November 20, 1989, followed by a press conference to discuss the principal results.

Pilgrim As of 7:30 a.m. on November 7,1989, the plant is in the startup mode with reactor pressure at approximately 282 psig.
At 12:08 p.m. on November 6,1989, the reactor was made critical.

At 3:39 p.m. on November 6, 1989, during plant startup and with the plant at about 0.5% power, the licensee experienced a Group I isolation due to high reactor vessel water level. The licensee t
determined that the high reactor vessel water level was due to a mispositioned manual bypass startup feed regulator valve; the valve was open instead of closed. The isolation was reset and s.tartup recommenced after licensee verification of valve positions for selected portions of the HPCI, RCIC, CS, RHR, and feedwater systems. The licensee's investigation continues but has not yet determined a cause for the mispositioned valve.
The NRC Restart Staff is in around-the-clock shift coverage and d
will continue to monitor the licensee's performance throughout the Power Ascension Test Program.

Beaver Valley 1 Beaver Valley Unit No.1 identified a crack in the first elbow upstream from "A" steam generator feedwater nozzle during the current refueling outage. The elbow was replaced and inspections conducted on the upstream piping. The inspections disclosed that one snubber was damaged and the piping for both the "A" and "C" lines were contacting the adjacent pipe whip restraint. The licensee had replaced the elbow on the "A" steam generator nozzle on two previous occasions because of cracking.
Preliminary evaluations have determined the piping was thermally overstressed and will require realignment to remove construction cold spring.
Region I is dispatching a pipe stress andlyst and nondestructive examination personnel to review licensee corrective actions, perform independent pipe walkdowns, nondestructive examinations of the affected piping, and review the inservice testing program for pipe supports and snubbers.

Regulatory Impact Survey The Regional Administrator, five senior NRC managers, and a technical assistant visited three Region III utilities, November 6-9, 1989, as part of a survey seeking the licensee's assessment of the impact of NRC activities on the operation of nuclear power plants.

previously visited Region I, Region IV, and Region V utilities.

Division of Reactor Safety Seminar On November 6 and 7, 1989, Region III Division of Reactor Safety held a technical training seminar for its staff. Presentations were made by l-speakers from NRR, RES, and Region III on a variety of technical and regulatory topics of current interest. Commissioner Rogers was the l
keynote speaker.

Point Beach Unit 1 j '
On November 7,1989 the licensee declared three of four station batteries technically inoperable. One battery had completed a discharge test and was being recharged and two other batteries were declared inoperable due to a design deficiency which placed non. safeguard loads on the safeguard LC buses with insufficient instantaneous fault current interrupt capability (i.e., no magnetic trip device). This condition required entry into a three hour LCO. The licensee requested discretionary enforcement and was verbally granted a 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> extension to the LC0 by the Deputy Regional Administrator with the concurrence of NRR.
On November 8, 1989 the discharged battery was recharged and declared I
operable. The other two batteries were made operable by the transfer of 7
non. safeguard loads and replacement of four breakers equipped with instantaneous tripping devices. These actions restored all the batteries to operational status and allowed the licensee to exit all LCO's pertaining to station batteries.

Duane Arnold On November 8, 1989, an Enforcement Conference was held with lowa Electric to discuss the circumstances surrounding an event where the licensee discovered a break in the reactor building ventilation shaft that resulted in the inoperability of the Secondary Containment. The licensee discussed-events that lead to the discovery of this condition including the corrective actions they have taken to modify their inadequate testing procedures and improve their preventive maintenance regarding the integrity of the Secondary Containment. Region III is continuing to review l
this matter regarding potential escalated enforcement action and a potential generic deficiency in the secondary containment systems designed by Bechtel.

Zion A Temporary Waiver of Compliance was issued by NRR for Zion on October 25, 1989,.for Technical Specification requirements that pertained to the closure time for aircraft crash dampers in the diesel generator room ventilation system. The closure requirements of 2 seconds could not be met and the licensee had placed the dampers'in the closed position as required by Technical Specifications. The dampers for the Unit 2 "A" ond "B" diesel generator room ventilation systems had been closed for approximately 6 months when the resident inspectors questioned the affect i
of the closed dampers on the diesel generator room ventilation system's other function of maintaining the DG room temperature below 115 degrees as required by the UFSAR. Since tne aircraft crash darapers are also the inlet. damper for the DG room ventilation system, the licensee had to request a Waiver of Compliance so the aircraft crash dampers could be opened. The DG room ventilation system could then perform its design function. This event is being considered for escalated er:forcement since the DG room ventilation system could not have performed it's ESF function of maintaining the affected DG rooms below 115 degrees during a loss of off-site power event for several months with the inlet dampers closea.
Past testing performed by the licensee indicates that without these ventilation systems the room temperatures during diesel operation will exceed the design limits for electronic equipment in the room. An enforcement conference will be conducted on November 17, 1989, in the Region III Office, with Senior management r o asentatives from Commonwealth Edison Company.

Quad Cities On October 24, 1989, the licensee issued a stopwork order te a contractor performing maintenance activities in the Unit 1 drywell, due to observations of questionable work practices by NRC inspectors. On October 26, 1989, the licensee documented corrective actions to be taken, in a letter from licensee management to the RIII Regional Administrator. The contractor subsequently resumed maintenance activities. A meeting with Senior management representatives from Commonwealth Edison Company was conducted on November 9,1989 to discuss the actions taken by the licensee to control contract workers.
7.
Dresden On October 23, 1989, the licensee declared the Unit 2 HPCI system inoperable due to high piping temperatures caused by feedwater backleakage through the check valve and motor operated injection valve.
On October 30, 1989, the licensee reported that a walkdown of the HPCI system revealed that some damage had occurred to several HPCI pipe supports, possibly as a result of waterhammer.
A special team of inspectors was dispatched to the site on November 1, 1989.
On October 31, 1989, the licensee declared an unusual event due to the initiation of a shutdown of Unit 2 required by technical specifications (7-day clock), and the licensee also declared the Unit 3 HPCI system NOVEMBER 9, 1989 ENCLOSURE N
inoperable due to the discovery of an excessive discharge line temperature. The Unit 2 and 3 HPCI systems were repaired and retested i
and Unit 2 shutdown was terminated.
On November 2, 1989, a regional inspection team at the site to investigate HPCI piping support damage was upgraded to an Augmented Inspection Team (AIT).
On November 4,1989, the AIT completed it's site inspection concluding that the licensee most likely had a waterhammer on the Unit 2 HPCI piping and may have had one on the Unit 3 HPCI piping. A scenario was identified where high pressure /high temperature system interface with low pressure / low temperature systems could result in a waterhammer susceptible situation.
An Information Notice is being prepared to address this issue generically.
The licensee's analysis of this event is continuing and the licensee has committed to a long term corrective action program.

South Texas Project South' Texas Project, Unit 2, was shut down on November 4,1989, for a 44-day outage. The licensee opened the electrical. distribution breaker for. Unit 2 at 3 a.m. (CST) on November 4.
Planned inspection of the bottom-mounted instrumentation thimble tubes and associated hardware is the primary reason for this scheduled outage.

Louisiana Power & Light Company Enforcement Conference The Senior Vice President-Nuclear of the Louisiana Power & Light Company (LP&L) and members of his staff met with Region IV personnel on November 7, 1989,'for an enforcement conference in the Region IV offices..
The purpose of the enforcement conference was to discuss an apparent violation associated with the protection of safeguards material at Waterford Steam Electric Station, Unit 3 (Waterford 3).
Following the enforcement conference, the licensee gave a presentation of its assessment of performance for the SALP functional areas.

Fort Calhoun and Cooper Nuclear Statiog The-Arnty Corps of. Engineers has' reduced the flow from Gavin Point Dam (the last major reservoir above Cooper and Fort Calhoun) into the-l Missouri River to 10,000 cubic. feet per second. The lowest flow last L'
year was 10,500 cubic-feet per second. Both Cooper and Fort Calhoun are monitoring the river level. There is a potential for additional l
I decreases in flow and river level due to the drought condition in the upstream areas.

Omaha Public Power District At the request of the President and Senior Vice P. resident of Omaha Public Power District, a meeting to discuss Fort Calhoun general matters was held on November 7,1989, with the Regional Administrator at Region IV.

Waterford-3 On November 8, an official of the St. Charles Parish near the Waterford-3 Steam Electric Station called NRR with a concern that a road near Waterford-3 was being blocked during the filming of a movie and would impede evacuation in the event of an emergency. Region IV contacted the official for details and relayed the concern to the licensee who contended that the road blocks were easily moved if necessary and not on a road that L
is identified as a primary evacuation route. The licensee committed to discuss the matter with the local Sheriff's office, who mans the road blocks, and the local official. U.S. Testing requested additional information about the alleged violations before responding to the proposed civil penalties. The staff agreed to send the additional data requested. 'The licensee has committed to respond to the NOV by November 22, 1989.

Palo Verde Nuclear Generating Station 7
Pacificorp announced on November 8, 1989, an offer to purchase Arizona Public Service Company for 1.7 Billion dollars. Arizona Public Service (APS) is the-operator of.Palo Verde and is the majority owner. APS is a wholly owned subsidiary of Pinnacle West Capital Corporation. Pacificorp owns Pacific Power and Light Company and Utah Power and Light. APS announced that Pinnacle West will consider the matter at a future board meeting. The NRR project manager is aware of this issue.
