Dear Mr. Andognini:
In response to our staff report of July 31, 1979 concerning the damaged breakwater at Pilgrim Nuclear Generating Station, Boston Edison Company (BECo) proposed (BECo letter 79-199, September 28, 1979) that surveys of the breakwater be conducted periodically and subsequent to any major s torms.
In a response to our request for additional information (July 31, 1979), BECo again identified that a regular series of future breakwater inspections should be used to inspect for damage.
We have concluded our review of the breakwater.
We conclude that the break-water has been acceptably designed and repaired. We also conclude that certain measures will be required during plant operation to assure the integrity of the structure. These measures pertain to operational monitoring and timely repair of any damage which may occur.
These measures are necessary because there are some areas of the breakwater that have undersized stones.
Even though these portions have survived severe storms and will likely remain completely stable, we consider it necessary to carefully monitor the potential movement of these smaller stones. The following actions should be immediately undertaken:
(1 ) Develop a continuous monitoring program to detect the movement of, and damage to, the breakwater armor stone.
The program should consist of the following:
(a) Develop a baseline photograohic survey of the breakwater for comparison with future conditions.
The survey should be similar to the photographic record which was submitted as ExFibit 1 of the April lE,1980 BECo sutaittal to NRC.
In addition, aerial photos of the breakwater should be included.
(b)
Develop a program to survey and photograph the breakwater at least annually and after every major storm (where onshore winds exceed 60 MPH).
The program should include comparison of these photos with.. sse in the ba?eline study and with those taken in previous years.
In addition. an analysis of any movement or potential problems should be ir cluded.

r Letter to Mr. Andognini September 3,1980 (2) If damage is detected in the programs outlined in (1), above, repairs-should be performed 'as soon as possible.
(3) Reports based on, the results of the continuous monitoring program should be forwarded to us. Therefore, submission of that report should be incorporated as part of your regular reporting requirements.
You are requested to submit your program addressing these itsns for infor-mation and a proposed change to your Technical Specifications regarding the reporting requirement for approval.
The Technical Specification proposal may be incorporated in Section S.9.C.3 (Special Reports), or other methods may be proposed.
Your response to this letter is requested within 90 days of its receipt.
