APPENDIX B NOTICE OF VIOLATION Philadelphia Electric Company Docket Nos. 50-277 50-278 This refers to the inspection conducted by a representative of Region I (Philadelphial Office at the Peach Bottom Atomic Power Station, Delta, Pennsylvania of activities authorized by NRC License Nos. DPR-44 and DPR-56.
During this inspection conducted on May 19-23 and May 29, 1980. the following apparent item of noncompliance was identified. This item is an infraction.

Peach Bottom Atomic Power Station, Units 2 and 3, Technical Specification 6.13.1 b. reads "Each High Radiation Area in which the intensity of radiation is greater than 1000 mrem /hr shall be subject to the provisions of 6.13.1 (a) above.
In addition, locked doors shall be provided to prevent unauthorized entry into such areas and the keys shall be maintained under the administrative control of the Shift Superintendent or Shift Supervisor."
Contrary to the above, on May 20, 1980 at 2:15 pm Door 266, which provides entry into a High Radiation Area, was found to be open. The locking mechanism on the door was in the locked position but the door was ajar permitting unauthorized entry. The area contained drums of filters with 40-60 R/hr readings on contact and the inspector determined during discussions with the Health Physics foreman that the general area readings were.4-1.6 R/hr.
