Virgil C. Sumner Nuclear Station Docket No. 50/395 Inspection & Enforcement Bulletin 80-19 Nuclear Engineering File 2.8950

Dear Mr. O'Reilly:

Your IEB 80-19 requesting a response from South Carolina Electric and Gas Company within thirty (30) days has been reviewed. As a result of this review, the only application of mercury-wetted relays in reactor trip circuitry by Westinghouse is in the 7300 series protection system equipment. These relays are hermatically sealed and are not used in natrix logic applications. They are used for temperature channel test inputs from resistor thermal devices and are not used in scram circuits as described in IE Bulletin 80-19.

Therefore, the specific details of this bullletin do not apply to V. C. Summer. No further action is re-quired and this is considered a final report. Should you have questions concerning this matter, please contact us.

Very truly yours.
