Enclosed are three (3) signed originals and thirty-seven (37) copies of a proposed change to the Beaver Valley Power Station Appendix A Technical Specifications which. increases the Low-Low Steam Generator Level Reactor Trip setpoint from 10% to 12%.

1 Safety Evaluation I.E.Bulletin 79-21 notified licensee s of the effect of increased containment temperature on the reference leg water columns of safety related liquid level measuring systems and the resultant effect on indi-cated water level. As a result of our review, the Low-Low Steam Generator Level Reactor Trip setpoint was administratively controlled at 20% of level span until permanent corrective action could be taken.

After discussions with our NSSS supplier, Westinghouse Electric l

C'orporation, we determined that to minimize reference leg heatup due to l

increased containment temperature, insulation should be applied to the reference leg water columns. This modification has been completed in accordance with instructions provided by Westinghouse.

Establishing the trip setpoint at 12 percent, ~as recommended by Westinghouse, incorporates errors due to the following:

Normal Channel Accuracy 2.

AP transmitter deviation due to a high containment temperature following a secondary high energy line rupture. Maximum transmitter deviation that could be experienced for at least 5 minutes following reactor trip are included.

Reference leg heatup due to a high containment temperature following a secondary high energy line rupture.

Maximum errors that could be experienced for at least 5 minutes following rupture initiation are included.

Error due to the reference leg heatup could not be completely accounted for by insulating, which accounts for the 2 percent increase in the trip setpoint. The new setpoint maintains the basis in the Technical Specification accounting for error due to (3) above.

The OSC and ORC have reviewed the proposed change to the Technical Specifications and have determined that there are no safety implications associated with the change and that the change does not provide an unreviewed safety question.

We have determined this change to be a Class III license amendment and are enclosing a check for $4,000 in accordance with 10CFR170.22.
