OVERTIME Concern NRC requested that overti=e not be routinely scheduled for Reactor Opera ocs, Senior Reactor Operators, and Shif t Tech =ical Advisors to compensate for inadequate nu=bers of personnel to meet shif t staffing requirements.
Response
Alabama Power Co=pany's policy is to maintain adequate manpower such that overti=2 will not be routinely scheduled in order to compensate for inadequate numbers of personnel to meet shif t staf fing requirements.
Routine scheduling of overtice will not be employed for this reason at the Farley Nuclear Plant. There will be circu= stances where periodic-overtime must be utilized as a normal course of business even though shift staffing levels are adequate. These cire== stances include the following: training those operators who are presently licensed only on Unit #1 for licenses on Unit #2; initial fueling of Unit #2 concurrent with operation of Unit #1; refueling of Unit #1 concurrent with Unit #2 startup operation; off-shif t operator requalification/
upgrade. training, and other circumstances in which additional operators F --
are required on shif t for off-normal operations.
When it is necessary to i=ple=ent the periodic overtime discussed above, the following restrictions appropriately incorporated into Administrative Procedures will be utilized:
y (A) An individual shall not be permitted to work more than 12 hours1.388889e-4 days
0.00333 hours
1.984127e-5 weeks
4.566e-6 months
straight (not including shif t turnover ti=e).
I (3) An individual shall not be per=itted to work = ore than 24 hours2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
in any 43-hour period (not including shift turnover time).
(C) An individual shall not work = ore than 72 hours8.333333e-4 days
0.02 hours
1.190476e-4 weeks
2.7396e-5 months
in any 7-day perioa (not including shift turnover time).
(D) An individual shall not work more than 14 consecutive days without having two consecutive days off.
Recognizing that circumstances may arise requiring deviation from the above restrictions, such deviation =ay be authorize 6 by the Plant Manager or his designee in accordance with Administrative Procedures and with appropriate documentation of the cause.
