Based on discussions with NRC Staf f personnel, concerns were expressed with regard to shift technical advisors, staffing, and overtime.
Attached is Alabana Power Company's position on each of these issues.
These positions have been discussed with the NRC Staf f and are believed by Alabama Power Cc pany to satisfy the Staff's concerns.

Concern Specific concerns included the command and control role of the STA and when the Shif t Supervisor would request STA's prasence in the Control Room.

Response
Alabama Power Company will revise its Administrative Procedures concerning the STA, prior to Unit 2 fuel loading, to specify:
1.
The STA shall not assume a command or control function or shall not function as a Shif t Supervisor or Shif t Foreman - Operating.
2.
The Shift Supervisor will notify the STA as soon as the Shift Supervisor learns of a significant abnormality or incipient emergency.

SHIFT MANNING Cone'rn NRC requested clarification of previous submittals concerning the number of SRO's on each shift for each unit and their duties.
Response
Alabama Power Company commits to having a Shif t Supervisor on each shif t for each unit who is licensed on that unit. The Shif t Supervisors will be assigned to the Control Room while their respective unit is operating (modes 1, 2, 3 and 4).
In addition one (1) SRO, licensed as a minimum on Unit 1, will be assigned to the shif t when either unit is operating.
This SRO, as a part of his responsibilities, will perform routine inplant equipment inspactions and walkdowns for Unit 2 and will report the results to the Unit 2 Shift Supervisor. This will allow the Unit 2 Shift Supervisor to be stationed in the Control Room unless relieved by a SRO licensed on Unit 2.
These activities will be strictly controlled and incorporated in applicable administrative procedures prior to fuel loadino is M
