Dear Mr. Ferguson:
The Nuclear Regulatory Comission has issued the enclosed Amendment No.19 to Facility Operating License NPF-4 which is effective as of the date of issuance.
This amendment makes changes to the license as well as to the appended Technical Specifications. These changes reflect completion of a required license condition, resolution of generic safety issues and other changes as requested by you in letters dated Septerrber 28, October 13, and December 12, 1978 December 28, 1979, February 25, March 31, May 16, June 2, and July 3,1980.
One license condition is deleted as being satisfied. This relates to the verification of technical specification trip setpoint values for the reactor protection system and the engineered safety features actuation system. The amendment also revises the facility Technical Specifications with respect to the definition for Operability of safety systems, emergency core cooling surveillance requirements, auxiliary feedwater surveillance requirements, addition and deletion of hydraulic snubbers and administrative changes.
This amendment deletes one license condition from Operating License NPF-4. This condition was covered by License Paraqraph 2.D.(3).g.
This amendment also corrects the identification of the License Paragraph for the secondary water chemistry program, as issued in Amendment No.16 to NPF-4 on December 28, 1979.
Copies of the Safety Evaluation and the Notice of Issuance are also enclosed.
