NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE l
The U. S. Nuclear Regulatory Comission (the Comission) has issued Amendment No.19 to Facility Operating License No. NPF-4 issued to the Virginia Electric and Power Company (the licensee) for operation of the North Anna Power Station, Unit No.1 (the facility) located in Louisa County, Virginic. The amendment is effective as of its date of issuance.
The amendment makes changes to the license as well as the appended Technical Specifications. These changes reflect completion of a required license condition, resolution of generic safety issues and changes requested by the licensee. One license condition is deleted as being-satisfied. This relates to the verification of technical specification trip setpoint values for the reactor protection system and the engineered safety features actuation system. The amendment also revises the facility Technical Specifications with respect to the definition for Operability of safety systems, emergenc,y core cooling surveillance requirements, auxiliary feedwater surveillance requirements, addition and deletion of hydraulic snubbers and administrative changes.
The applications for the amendment comply with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act),

and the Commission's rules and regulations. The Commission has made apropriate findings as required by the Act and the Commission's rules t
and regulations in 10 CFR Chapter I, which are set forth in the license amendment. Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.
The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR Section 51.5(d)(4) an environmental impact statement, or negative declaration and environmental impact appraisal need not be prepared in connection with the issuance of this amendment.
