Dear Mr. Chairman:
I'am writing in response to your letter of January 17.1978, about the professional misconduct prot:eedings which arose from the licensing hearings on the proposed Midland nuclear plant.
Because the entire Atomic Safety and Licensing Appeal Board recused itsel f frcm the case, the Commission has considered some of the pro-cedural aspects of this case.
Our decision on these matters is found
..in our January 30, 1978 letter to the current licensing panel, a copy of which is enclosed.
I trust this letter is responsivo to some of your questions.
-Several of the specific questions in your letter concun issues which might be contraverted among the parties in' this adjudicatory proceeding.
Because this proceeding might eventually be appealed to the Comission for review, the Commission should not express an opinien on these issues -
