Dear Mr. Cherry:

This letter is in response to yours of March 10, 1977. As you l

requested, a formal update to Interrogatories of Intervenors other than Dow will be prepared.

Your letter, however, suggested to.me.that there may be some misunderstanding as to the source of my information relating to EPA's adverse comments on the Dow proposal. !!y remarks were based on a newspaper article, a copy of which is enclosed, and not on any communications between Dow and EPA.

Further, Dow's proposal to eliminate coal as a fuel at the Midland plant is a solution-which is entirely within Dow's control.

Although fuel conversion is only an interim solution, it does allow Dow to meet all applica-ble environmental regulations.

Finally, in response to your request for a copy of the Black and Veatch Report referred to on page 12 of Dow's Answers to Staff Interrogatories dated February 28, 1977, this Report was previously transmitted to you with a cover letter dated January 14,1977 from L. F. Nute to Peter Flynn of your office.
