Dear Mr. Ippolito:
In our letter to you dated July 14, 1980, Carolina Power & Light Company (CP&L) informed you of our intention to complete all Mark I Containment Program modifications for our Brunswick Steam Electric Plant (BSEP) Units 1 and 2 by February 1982. This February 1982 date is compatible with our present schedule of completing our Plant Unique Analysis based on the NRC acceptance criteria.
In our July 14, 1980 letter we informed you that the major modificacions (T-quenchers and vent header deflectors) had been installed on BSEP Unit 2, and they were planned to be installed on BSEP Unit 1 by December,1980. We also informed you that CP&L would advise you of any necessity to revise this schedule.
Since our July 14, 1980 letter, it has become necessary to reschedule the BSEP Unit 1 T-quencher and vent header deflector modifications to the December 1981 outage. As noted in our May 31, 1979 letter, it remains CP&L's position that T-quenchers are not necessary cs Mark I torus modifications, in that Brunswick's particular steel-lined rainforced concrete torus is designed to withstand significant loads without exceeding yield. However, because this modification may have value in mitigating the consequences of an ATWS, we co=mitted in our May 31, 1979 letter to modify the T-quenchers.
Due to existing and projected capacity shortages on our system caused by the extension of our current outages at BSEP Units 1 and 2, the delay of the H. B. Robinson Unit 2 refueling outage (now scheduled to commence mid-August, 1980) and unexpected problems with bringing our new, 720 MW Roxboro Unit 4 into service, the BSEP Unit 1 outage scheduled for Fall 1980 has been rescheduled to December, 1981. Af ter examining the safety and system load considerations involved in completing the Unit 1 modifications in 1980, we have determined that deferring the modifications into 1981 would be acceptable from a safety standpoint as previously indicated in nur October 18, 1979 and May 30, 1980 letters. This revised schedule is compatible with our Plant Unique Analysis completion date and is consistent with the completion dates established by other Mark I owners' group plants for these modifications.
