Dear Mr. Ippolito:
In our May 31, 1979 letter, Carolina Power & Light Company (CP&L) committed to the installation of modifications required by the Mark I Cont.ainment Program during 1980 and 1981. The basis for this commitment was that the Load Definition Report would be completed by General Electric (GE) and reviewed by the NRC by May,1979. In actuality, the NRC draft comments were not received by GE until August,1979 (Refer to NRC's August 2,1979 letter to GE, D. G.
Eisenhut to L. J. Sobon). Agreement between the Mark I Owners' Group and the NRC as to the resolution of the comments was not reached until December, 1979 (refer to GE's December 19, 1979 meeting minutes MI-CR-88), and final NRC criteria has not yet been received although GE's March 28, 1980 letter MI-G-48 to the Mark I owners does indicate what the criteria should be.
The complete incorporation of the NRC input into the Load Definition Report is now scheduled for mid-July, 1980.
The major modifications, T-quenchers and vent header deflectors, have been installed on Brunswick Unit 2, and they will be installed on Brunswick Unit 1 by December,1980 (refer to our January 30, 1980 and May 30, 1980 letters).
Because of the delay in finalizing the load definition, the Brunswick Plant Unique Analysis (PUA) is now scheduled for completion in June,1981. After the PUA is completed and the need for minor modifications is determined, these modifications (if any are necessary) must be designed and the material must be procured. Our present schedule calls for these minor modifications (if uly) to be installed on Brunswick Unit 1 during its refueling outage set to begin in February,1982 (there is no outage in 1981 due to the extended outage for modifications that begins on September 13, 1980). CP&L will attempt to install these modifications (if any) on Brunswick Unit 2 during the refueling outage set to begin in August, 1981. Please consider this revised schedule when formulating your confir=atory letter. CP&L will advise NRC if it becomes necessary to revise this schedule, fO$
