OPERATING REACTOR EVENT MEMORANDUM NO. 80-13 VISUAL INDICATIONS OF POSSIBLE CRACKC IN THE-OYSTER CREEK CORE SPRAY PIPING PROBLEM The licensee observed visual indications of a possible crack in each of the two 6-inch to 5-inch eccentric reducers in core spray system number 2.

BACKGROUND Visual indications of a possible crack in the two reducers were observed during the review of video tapes made during the extended 1980 refueling outage. These reducers are located between the inside wall of the reactor vissel and the shroud. Oyster Creek is projected to startup about July 10, 1980.

Cracks in the core spray spargers have previously been found.

The staff has imposed the requirement that the core spray spargers shall be rep 1. aced during the 1981 refueling outage.

SAFETY SIGNIFICANCE Failure of core spray system nu,ber 2 at the crack location and a postulated LOCA from a pipe break in system number 1 has'not been analyzed.

SHORT TERM ACTIONS A meeting was held on June 30, 1980, to discuss the licensee's evaluation of the possible cracks. The licensee was requested to provide additional infomation -including an ECCS analysis.

These analyses were received on July 2, 1980 and based on the staff's evaluation it was concluded that there was reasonable assurance that the health and safety of the public would not be endangered by operation for one full cycle.

Multiple Addressees July 23, 1980 LONG TERM ACTIONS The licensee has conmitted to reinspect the pipe indications during the next refueling outage and to provide for possible replacement of the reducers if more extensive inspection during the next outage confirrs the presence of cracking.
