Summary of Weekly Infomation Report Week Ending July 25, 1980 Peach Bottom Unit No. 3 On July 19, 1980, we issued an amendment to the Unit No. 3 Tecnnical Specifi-cations. The amendment revised, temporarily, the specification on inoperable snubbers as it applies to a specific, single snubber located on the RHR system.
The change, which permitted inoperability of this snubber for 10 days in lieu of 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />, was authorized based on a reanalysis that the RHR system would remain operable in the event of a Design Basis Earthquake even with a failed snubber.
_ Radiation Pol _ icy Council Public Meetino in Boston The U.S. Radiation Policy Council held a public meeting in Boston on Tuesday, July 22, 1980.
This was the first of four meetings to be held at various locations throughout the country.
The topics discussed were occupational radiation regulations, radon in inhabited structures and low-level radioactive waste from medical and research institutions. The meeting was attended by 40 to 50 individuals, of which 11 made presdntations. All the speakers could be classified as being in favor of activities involving radiation except possibly those addressing the radon-in-buildings problem. The most often repeated com-ments were that the Federal Government should take the lead in educating the public about radiatico and should take steps that would permit incineration or local burial of LLW.
NFS - West Valley NMSS and ELD staff met with representatives of-NFS and New York State ERDA on July 17, 1980, regarding planned site investigations of the high-level waste storage systems by Rockwell-Hanford under NRC contract.
NFS had earlier taken a position that prior to granting permission for Rockwell to conduct activities at West Valley, appropriate indemnification agreements must be developed. The involved parties have agreed to attempt to negotiate an acceptable solution to the indemnification issue.
Property Contamination in West Chicaao, Illinois An-area of contamination, of about 25 square feet, has been found on private property in West Chicago, Illinois.
Elevated levels of alpha activity have been detected at ground level which are well above NRC limits for release of facilities and equipment for unrestricted use.
It is probable that the contamination, like other spots of contamination in West Chicago, is a result of removal of tailings material from the adjacent thorium processing plant before the plant was licensed under the Atomic Energy Act. The plant, now owned by Kerr-McGee, has been closed since 1973.
Region III believes the contamination does not present an immediate safety hazard.

BREAZEALE fiUCLEAR REACTOR (TRIGA)
On about July 16,'1980, while making routine changes in fuel loading o-f the Breazeale Nuclear Reactor (TRIGA) at Penn State University, total available reactivity exceeding Technical Specification limit was inadvertently loaded.
This excess did not violate their licensed shut-down margin.
Rea ctivity measurements before operation revealed the excess, and it was reduced by removing some fuel elements.
I&E, Region I was called, per regulations.
Project P,anager, DL, NRR was also called today.
The violation resulted from arithmetical error in calculations.'
Procedures are being reviewed, and a licensee report is being written.

Peach Bottom Unit No. 3 On Saturday, July 19, 1980, we issued an amendment to the Peach Bottom Unit No. 3 Technical Specifications.
In view of the critical power shortage in the eastern United States (as verified by 00E), the staff conducted an expedited review. The amendment rev' sed, temporarily, the specification on inoperable snubbers as it applies.to a specific, single snubber -located on the RMR system.

IMPORTANT EVENTS FOR THE WEEK ENDING JULY 25, 1980 1.
Radiation Policy Council Public Meeting in Boston: The U.S. Radiation Policy Council (RPC) held a public meeting in Boston on Tuesday, July 22, 1980. This was the first of four meetings to be held' at various locations throughout the country. The purpose of the meetings is to obtain comments and suggestions on issues that the RPC should address (agenda items) and on the three topics that it already has under study -- occupational radiation regulations, radon in inhabited structures and low-level radioactive waste
(
(LLW) from medical and research institutions.
The other meetings will be held in Denver, San Francisco and Atlanta during the next two weeks. The NSC will be represented at all meetings.
Karl R. Goller was the NRC's representative at the Boston meeting, which was attended by 40 to 50 individuals, of which 11 made presentations.
All the speakers confined their remarks to one of the three specific topics already identified by the RPC; no new agenda topics for the RPC were identified. All the speakers could be classified as being in favor of activities involving radiation except possibly those addressing the radon-in-buildings problem. Commenters on this topic highlighted the seriousness of the problem, contrasted the Federal Government's treatment of this problem (or lack thereof) with nuclear industry sources of low-level radiation, acknowledged the difficulty of solving the radon problem and suggested possible solutions. The most often repeated coments were that the Federal Government should take the lead in educating the public about radiation and should take steps that would permit incineration or local burial of LLW.
On the last point, discussion disclosed that there are no NRC or other Federal Government prohibitions on disposal by incineration or local burial, although incineration requires explicit approval by the NRC and incineration and local burial are generally prevented by State and local law or "public opinion." The suggested solution was that the Federal Government take a strong authoritative stand on the acceptableness
.of such disposal, so that State and local governments and public opinion might change their present position.

2 SD Staff /0il, Chemical and Atomic Workers Union Meetino - July 20, 1980: On July 20,1980, members of the SD staff met with the Oil, Chemical and Atomic Workers Union (0 CAW) personnel to obtain the union's input on a regulatory guide that has been published for public comment (0H-902-1, " Instructions Concerning Risk from Occupational Radiation Exposure"). This guide was prepared as a training aid at the request of the Utility Workers Union of America. Approximately 50 OCAW members and officials attended the meeting, including OCAW president, Robert Goss. Many of the comments made will be very useful in the revision _ of the guide, and the meeting was most successful
.from that viewpoint.

. During a lengthy question-and-answer session which preceded discussion of the guide, OCAW members made several remarks worth noting:
- 1) The NRC overemphasizes. public protectiun at the expense of worker protection;
- 2) The NRC's licensing and inspection program is ineffective regarding worker protection (specific examples were given);
- 3) No one in the NRC will listen to or do anything about complaints made by OCAW members;
- 4) NRC personnel have little or no interest in worker protection; 5)
Federal Government responsibility for occupational radiation protection should be transferred to OSHA.
An bCAW misconception which may be a factor in many of these remarks, especially the last, is the following. OCAW personnel seem to correctiy recognize the differences between DOE and OSHA, but tend incorrectly to equate'the nature of the NRC's operation with that of D0E. They spoke of the NRC and DOE as being "self-policed," as opposed to an " independent" OSHA. OCAW officials expressed their willingness to brief the Commission on their viewpoints on the subject of occupational radiation protection.

OFFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Ending July 25, 1980 Spent Fuel Pool Sabotage A Sandia Labs representative briefed the Division of Safeguards on a DOE study which is investigating the explosive sabotage of spent fuel in a cooling pool.
The study is estimating the amount of explosives needed to create a part 100 release at a typical storage site boundary.
Results will be reviewed before NRC begins a study into validation of sabotage consequence estimates through actual testing of scale models.
Physical Protection of Transient Shipments The Transient Shipments paper has been circulated among interested offices for informal comments. These corments have been responded to and a final version of the Commission Paper will be sent out for formal concurrence by the end of J uly.
Commission Requested Report on Statistical Treatment of Inventory Differences A revised draft for the forthcoming Commission Paper on Treatment of Inventory Differences was completed. A list of all comments received from staff reviewers was compiled with the actions taken and reasons therefore.
The list, dicsussion of the issues, and a copy of the draft was transmitted back to the staff reviewers for their final comments and review. The draft with final staff comments, partic-cularly on nonaccepted issues, will be transmitted to the Director of SG and MPA for review on July 31.
Implementation of the US/IAEA Safeguards Agreement All work has been completed on the reporting forms and reporting instructions required to implement the US/IAEA Safeguards Agreement.
The total package for all reports has been forwarded to the Office of Administration for subsequent transmittal to the GA0. The GA0 will submit the package to a public comment period during which all comments and questions will be answered by the NRC.
NFS - West Valley NMSS and ELD staff met with representatives of NFS and New York State ERDA, the co-licensees for the West Valley facility, on July 17, 1980 regarding planned site investigations of the high-level waste storage systems by Rockwell-Hanford under NRC contract. The meeting was held following receipt of letters by the co-licensees from the NRC seeking to initiate the on-site activities without further delay.

NFS - West Valley Congressional Hearing (Dingell)
Mr. Dircks will provide testimony before the Subcommittee on Energy & Power Committee on Interstate and Foreign Commerce (Chairman Dingell) at 10:00 a.m.
on Monday, July 28, 1980. The hearing will discuss a proposed bill, H. R. 6865, the West Valley Demonstration Project Act.
If passed, the bill would authorize DOE to establish a program for solidifying the high-level liquid wastes which are presently stored at West Valley.
H. R. 6865 has been introduced by Congressman Stanley N. Lundine and Senator Daniel P. Moynihan. The Senate has already passed the bill.

The alpha activity ranges from about 8,000 to 16,000 disintegrations per minute per 100 square centimeters, well above NRC limits for release of facilities and equipment for unrestricted use. The total area is about 25 square feet. Region III personnel have confirmed the presence of the contamination.
It is probable that the contamination, like other spots of contamination in West Chicago, is a result of removal of tailings material from the adjacent thorium processing plant before the plant was licensed under the Atomic Energy Act. The plant, now owned by Kerr-McGee, has been closed since 1973.
Region III believes the contamination does not present an immediate safety hazard.
The health physicist consultant to the city agrees with this conclusion. The Mayor of West Chicago has asked the Illinois Department of Public Health to assist in evaluating and solving the problem, and has stated that he planned to publicize the West Chicago situation and ask for help from Congress.
The staff, after conferring with Kerr-McGee, informed the Mayor that the contam-inated soil could be transferred to the Kerr-McGee site if the city wanted to do so.
The Mayor did not accept this suggestion.

Items of Interest Termination of United Nuclear Plant Operations in Wood River Junction, RI United Nuclear Corporation (UNC), Wood River Junction, Rhode Island, informed the staff that feed to the waste processing system terminated on July 23, 1980.
The process systems in the plant will now be cleaned out in preparation for the previously-announced plant decommissioning.
Rtnewal of B&W Lynchburg Research Center License Materials License NO. SNM-778 for the Babcock & Wilcox Company Lynchburg Research Center (LRC), was renewed July 21, 1980, with an expiration date of July 31, 1985.
The LRC is engaged in research and development activities associated with the development of uranium and plutonium fuel fabrication processes, investigation for improvement in present fuel cycle technology, and the examination and testing of irradiated and unirradiated fuels.
Attendance at Low-Level Waste Subcommittee Meeting Upon request by the State of Texas, E. G. Tourigny of the Division of Waste Manage-ment met with the Low-Level Waste Subcommittee of the Texas Advisory Committee on Nuclear Energy on Wednesday, July 16, 1980, in Dallas, Texas. The responsibility of the Subcommittee is to develop a plan for handling and disposal of low-level waste in Texas.
The general mood of the meeting was that Texas should open up a new low-level waste disposal site for Texas low-level waste and also allow enough flexibility to accommodate a regional concept if it can be developed in a timely manner. The NRC representative acted as a resource person to-the subcommittee in licensing and regulatory matters.

ITEMS OF INTEREST OFFICE OF INTERNATIONAL PROGRAMS WEEK ENDING JULY 25, 1980 U.S. Support of IAEA Safety Programs U.S. government approval has been given to several proposed actions in support of IAEA's expanded reactor safety program.
$65,000 from 'the 1980 US voluntary assistance pledge to IAEA (USAID appropriation) to pay for a cost-free expert for one year to expedite the preparation and publication of IAEA nuclear power reactor safety guides.
(Expert probably to be recruited from the NRC staff.)
$20,000 for an IAEA workshop on safety considerations of the Westinghouse 2-loop PWR design, to be held in Yugoslavia, for those countries importing this U.S. reactor.
$75,000 to provide a cost-free expert to assist IAEA in designing and implementing an improved management approach for IAEA's technical assistance program.
$50,000 rese rved for a manpower training program currently being defined.
The first two items directly support the expanded IAEA safety program; the latter two provide indirect support, and continuing IP input in their definition and implementation is planned.
-IAEA Symposium on Quality Assurance for Nuclear Power Plants IP has received an IAEA announcement and call for papers for a symposium on QA for nuclear power plants to be held in Paris, France, May 11-15, 1981.

Foreign Assignment The International Atomic Energy Agency has recommended Dr. Jiri Semecky, a Czech national for a ten-month training assignment at NRC.
Czechoslovakia is considered by the IAEA as a developed country.
After discussions IP held with the Department of State in which State raised no objections, IP has requested placement for Dr. Semecky with the Office of Nuclear Reactor Regulation.

Webb, Assistant Director for Nuclear Assessments, of the U.K. Nationa1' Radiological Protection Board, met with representatives of NRR, SD,.NMSS, and RES to discuss (1) emergency action philosophy, (2) the ALARA principle, and (3) occupational exposure.

4 Program Development On July _18 Jim Montgomery, RSLO RIV, accompanied the Region IV Director and the Public Affairs Officer to a meeting with the Kansas City Star and Times Editorial Board.
i Jim Montgomery also participated in a meeting with Wyoming State officials on July 21 in Cheyenne Wyoming along with representatives of NMSS and ELD.
The purpose of the meeting was to develop a memorandum of understanding for coordination of joint NRC State regulatory efforts on' uranium milling in Wyoming consistent with i
the commission policy of encouraging joint agreements where the party's interests are served.
A draft agreement developed by Wyoming was discussed which included a provision for Wyoming accompaniment of NRC inspectors at mills and in-situ sites.
At a July 15, 1980 press conference the California Office of Emergency Services released a report which recommends the expansion of NRC's 10 mile emergency planning zones to 18 miles.
The report is expected to be discussed with California counties affected by the recommendation at a meeting called by the Office of Emergency Services for July 29 in Sacramento.
Frank Young attended the meeting of the State Planning Council Alternates on Monday, July 21 where refinements of previous policy position-regarding high and low level waste were discussed in preparation for the full Council meeting on September 8 and 9.
