Da tn collected innediately following the scram rese.t at 0336 honra indi cated that water was being held up in one et the scram discharge volumes (sov) and that the presence of water wau not indicated by the nernm instrument volume (SlV) level switch'es. This condition resembled the event which occurred at Brown's Ferry Unit 3 and resulted in Issuance of IEB A0-17.

Immediate followup investigatious indicated that a 1" vacutmi breaker was stuck closed in the vent piping for the SUV portion that had not drained.

The vacuu:n breaker was manually freed and indicutlunu of improved drainage fr::nediately resulted.

It van also determined that an alternate vent path for the SDV was routed to a drain piping syste= that could :-sult in wuLer preventing positive draining. A separate test of SIV level switch repeats-bility resulted in indications that 2 of 4 redundant reactor trip level switches were inopergbje.

At 0632 houra the Red Phone van activated, resulting in the manning of the IEHQ and Region III ReRponse Centera. The 11CCUScC was inforDCd that the affected uutt wou uut to be started i.e until the event was vennivna, and was notified to show cause for continuing nperation of Unit 2.

The matter van thoroughly discussed and evaluated while further shutdown tenting want conducted on the af fected unit.

It was determined that the test procedure whleh ludicated that 2 of 4 eeram leve.1 switches unrc innpernh1c usu apparent ly in error.

Commitmente for modifications in provida pocitiva venting, capability within 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> of te.1ephnne notificationn mada on July 19, 1980, were obtained for the affected Unit and for all operating BWR'u.

This modification was completed on Dresden Unit 2 and Unit 3 on July 19,1980 and has been acccmplished or will be accomplished f or all operating EWR's.
