Review Date INITIAL OPERATOR LICENSING
Purpose:
To_ set for:h a program by which holders or prospective holders of Nuclear Regulatory Cocsission Operator licenses will gain the training and experience necessary to be examined for Reactor or Senior Operator license.
Discussion:
The initial operator licensing program is designed to prepare both non-licensed personnel for a Reactor Operator license and Reac:or Operator license holders for Senior Operator licensing.
The program will meet all regulatory requirements of 10 CFR 55, and is divided into 5 sections as follows:
1.
Lecture Series - This section addresses the subject areas to be covered in formal classroom lectures.
These areas will be integrated into the complete classroom curriculum al: hough the lecture titles =ay not specifically include all of the areas.
2.
Operational Experience - This see:1on delineates the shif t training requirements for program completion and recommends areas of concentration during shift : raining.
3.
Audit Exas - This section defines the purpose of the examination and how the examination will be structured and administered.

Review - Establishes what methods will be utilized to review the entire training program material as the final step before NRC examination.
5.
Application for examination - Explains what is required in license applications and assigns responsibility for application completion.
Initial license training is the responsibility of the Training Department.
The Operations Training Supervisor-is responsible for insuring proper scheduling, presentation and documentation of the program. The Training Department Records Clerk is responsible for maintaining program records and preparing license applications. Each individual is responsible for documenting their own reactivity sanip-ulations and operational experience.

I.
Classroom Lecture Series A.
Formal classroom lectures will be conducted in the following subject areas.

Reactor Theory 2.
Systems and Components 3.
Transient Analysis and Response 4.
Thermodynamics 5.
Design Features 6.
Instrumentation and control 7.
ECCS Utilization and Performance 8.
Chemistry and Waste Disposal 9.-
Health Physics 10.
Technical Specifications 11.
Station Operating and E=ergency Procedures 12.
Operational Quality Assurance 3.
In addition to actual lectures, a similar amount of time vill be available for individual study and discussion.
II.
Operational Experience A.
All persons participating in the license program will be scheduled for training on shift as an extra person on the category for which they seek a license.
B.
During the on-shift periods every effort should be made to. perform.5 reactivity manipulations as defined in A.P.
0711, Appendix'A and 3.
C.
As a part of the on-shift experience all of the reactivity' control manipulations listed in Appendix A and B of A.P.
0711 should _be walked through with emphasis on Technical Specifications, procedures, instruments and controls.
III. Audit Examinations A.
At the completion of.the classroom lecture series, and if a determination has been =ade that the Vermont Yankee reactor cannot be utilized for NRC examinations, a one week simulator course will be attended by all-license candidates.
The
' simulator course will culminate in a certification examination
.to. meet the requirements of NUREG 0094, Appendix F.

prior to the license exs=ination each license candidate will be required to complete a company administered audit examination.
1.
The purpose of this examination is to evaluate each candidate's. level of competence and to determine the areas of concentration in the review periods.
2.
The audit examination will be structured similar to a NRC examination with both a written and cral requirement at the Operator and Senior Operator level.
Time limits will be imposed on the written portion.
IV.
Review Periods A.
A review period will be administered between the audit examination and the NRC examination.

The review period content will be based on the audit examin-ation results and will include, as needed, classroom time, Control Room time or both.
V.
License Applications A.
A license application for each candidate shall be prepared by the Training Department Records Clerk.
Each application shall contaia:
l All information required in 10 CFR, Part 55, Section 10(2).

Certifications required in Section 10a.b shall be approved and signed by the Vice President.
2.
A statement signed by the candidate granting NRC per-mission to release examination results to Vermont i
Yankee management for the purpose of enrollment in the retraining program.
B.
License applications with all necessary documents and request for examination shall be reviewed, approved and submitted in-triplicate by the Training Department Supervisor.
