Crystal River Unit 3 Docket No. 50-302 Operating License No. DPR-72 NUREG-0578, Short Term Lessons Learned Recommendations
Dear Mr. Reid:
This letter is to request that Florida Power Corporation be given relisf from the Safety Evaluation Report on the NUREG 0578 items dated May 5, 1980, where it identifies that in the short term Florida Power must utilize temporary 0TA's who have SR0's.
All of our OTA's have SR0 licenses except Mr. Sam Johnson, who has an R0 License.
Mr. Johnson has a Bachelor's Degree in Engineering, is a member of the ASME Section XI Committee, and has five years of Nuclear Power Plant experience and four years Fossil Plant experience.
In addition, he has completed a training course for our temporary OTA's which consisted of one week of on-site classroom instruction and two weeks of Technical Advisor Classroom / Simulator Training at Babcock and Wilcox in Lynchburg, Virginia. Mr. Johnson has demonstrated his ability both at simulator and in-plant and Florida Power Corporation feels that his qualifications and experience compensates for the SR0 requirement in our Safety Evaluation: Report, and that he is fully qualified to perform l
the temporary OTA function.

Florida Power Corporation currently has six temporary OTA's with SR0's.
If Mr. Johnson is given credit we would have seven temporary OTA's.
~ This would allow us increased flexibility ; since the personnel filling l-the temporary OTA. positions also fulfill the Job responsibilities of
-their normal positions.
In addition, these personnel will need to fill
_ these positions until the. permanent OTA's complete their training and assume the permanent positions on January 1,1982.
It. is requested that this matter be considered' as soon as possible to give us greater flexibility 'in scheduling these personnel.
