Gentlemen:
This refers to the special inspection conducted by J. M. Dawson and
L. A. O'Reilly on February 22 and 26, 1980, of a waste shipment from
Zion to Nuclear Engineering Company and to the discussion of our findings
with you and others of your company following the inspection.
The inspection was an examination of activities conducted under your
license as they relate to radiation safety and to compliance with the
Commission's rules and regulations and with the conditions of your
license. The inspection consisted of a selective examination of pro-
cedures and representative records, observations, independent measure-
ments, and interviews with personnel.
During this inspection, certain af your activities appeared to be in
noncompliance with NRC Requirements, as described in the enclosed
Appendix A.
We have reviewed the action taken to correct the identified
noncompliance and to prevent recurrence, as described in Attachment 3 of
your March 7, 1980 letter. Consequently, no reply to this noncompliance
is required and we have no further questions regarding this matter at
this time.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part
2, Title 10, Code of Federal Regulations, a copy of this letter and the
enclosed inspection report will be placed in the NRC's Public Document
Room, except as follows. If this report contains information that you
or your contractors believe to be proprietary, you must apply in writing
to this office, within twenty days of your receipt of this letter, to

withhold such information from public disclosure. The application must
)
include a full statement of the reasons for which the information is
considered proprietary, and should be prepared so that prop:.ietary
information identified in the application is contained in an enclosure
to the application.

Code of Federal Regulations Section 173.393(j)(2) limits to 200 mR/hr
the exposure rate at the external surface of the vehicle.
Contrary to the above, on February 22 and 26, 1980, an exposure rate
of 220 mR/hr was measured at a side surface of Home Transportation
