Summary of Weekly Information Report Weeking Ending July 17, 1980 Trojan Nuclear Plant On July 11, 1980, the AS!.B issued an Initial Decision authorizing the Director of NRR to issue an amendment requiring PGE to proceed with modifications to the Trojan Control Building to restore the originally intended seismic design margins.

PGE is to complete the modifications in twelve months.

Oconee, Unit 2 Due to a motor bearing failure on High Pressure Injt on Pump 2B, Duke Power Company requested an emergency Tech Spec change late in the afternoon on July 16.

The licensee requested an additional 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> of full power operation until July 18 before reducing power in order to have an opportunity to replace the failed bearing. The 48-hour extension was considered justified and a Tech Spec change was issued.

Arkansas Nuclear One, Unit No.1 ANO-1 initiated a shutdown on July 16 as a result of a Steam Generator Tube i.eak (0.1 gallon per minute). There was detectable activity (25% MPC) at the stack releases and shutdown was initiated to minimize contamination of the secondary system.

San Onofre, Unit 1 Results of recent steam generator tube inspections indicate that about 1/4 of the tubes examined to date have indications of cracking above the 50% penetration plugging limit.

IE Manual During the week of July 21 IE plans to disclose to the public the entire IE Manual.

Previously, only selected p rts of the IE Manual were publicly available.

Environmental Equipment Qualification Data Base IE will use the data base to assist in reviewing responses to IE Bulletin 79-OlB, Environmental Qualification of Class lE Equipment.

Using plant data processed under contract by Franklin Research Institute, HPA will operate the system for NPR, IE, and other interested offices.

Accuracy of NRC Procurement Data Prepared for Federal Procurement Data Center While other Government agencies continue to experience difficulty in sub-mitting error-free procurement action data to the Federal Procurement Data Center as required by law, FPDC has informed NRC that, for fiscal year 1979, NRC's accuracy level was 99% of actions reported, reflecting 95% of dollars obligated.

For the first quarter of FY 80, the most recent data available, NRC's accuracy rate has been 97% of actions reported, reflecting 99% of dollars obligated.

Each reported action requires the completion of some 27 separate and distinct information fields.

Trojdn "uclear Plant-On July 11, 1980 the Atomic Safety and Licensing Board issised an. Initial Decision in the Trojan Control Building proceeding.

The decision authorizes the Direc. tor of NRR to issue an amendment requiring PGE to proceed with modifications to the-Trojan-Control Building to restore the originally-intended seismic design margins.

PGE is to complete the modifications in~ twelve months.

On July 12, 1930 IE:V sent a letter to PGE documenting the staff's acceptance of PGE8s actions with respect to analyzing and turrecting masonry walls in the facility as required by the reevaluation criteria.

I' Twenty masonry walls required modification before startup.

Seventeen more will require modification by October 31, 1980.

Trojan ver.t critical early on July 16.

Power operation is expected on July 18.

i Oconee, Unit 2 Due to a motor bearing failure on High Pressure Injection Pump 28, Duke Power Company requested an energency Tech Spec change late in the afternoon on July 16,1980.

Unit 2 was in a-72 hour action statement and would have to reduce power to.60% at 10:20 pm on July 16,1980.

Due to a serious power shortage in the Oconee service area the licensee requested an additional 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> of full power operation, until 10:20 pm, July 18, before reducing power. in order to have an opportunity to replace the railed bearing.

remaining "A" and "C" HPI trains were either in operation or operable as were the required supporting power, instrumentation and control and auxiliary systems. With the exception of one specific small break LOCA, two operable HPI pumps are sufficient for a small break LOCA.

Due to the low probability of such a LOCA event.during the 48 hour5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> extension of time and the stationing of an operator to verify valve alignment in.the event of a LOCA, a desirable com-pensating action, the 48 hour5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> extension was considered justified and a Tech Spec change was issued at about'10:00 p.m. on July 16, 1980.

ANO-1 initiated a shutdown.at 3:30 pm on July 16, 1950 as a result of a Stean 1

' Generator Tube Leak.

The unit was taken off the grid at 11:56 pm.

At the time of initiation of shutdown the leakage rate was 0.l~ gallon per minute and there was ' detectable activity (25% of maximum permissible concentration) at the

. stack releases.

Maximum allowable primary to secondary leakage is 1 gallon per minute.

Shutdown was initiated to minimize contamination' of the secondary system.

_2-Hatch,, Units Nos. 1 & 2 The licensee reported to ONRR on July 15,1980 at 9:15 am that the pool temperature in the torus is 91 F.

The Tech Spec limit is 95 F.

This situation is caused by the long duration of abnormally hot temperatures in the area.

The licensee has placed the RHR system in the torus cooling mode; the heat sink is the Altamaha River which is running at about 93 F, but the temperature.is decreasing.

In the event of a LOCA the RHR would automatically transfer to the LPCI mode.

The licensee has investigated other temperature effects on safety related equip-cent and has determined that the pool uater temperature is most critical.

The two units generate 1600 fr..'e total dependable capacity and are et record output at this time.

ONRR and OIE are coordinating with the licensee in following this conce rn.

The region, Georgia, Alabama, Florida and South Carolina, with the

' Hatch units in operation have a slight power surplus per preliminary reports from the licensee.

San Onofre Unit 1 Representatives of the licensee met with the NRC staff to discuss the ongoing steam generator tube inspections at San Onofre Unit No. 1.

The results of recent investigations with a more sensitive eddy current probe indicate that about 1/4 of the tubes examined to date have indications of cracking above the 50% penetration plugging limit.

The licensee has outlined a program of further eddy current testing, removal of five additional tubes for more detailed examination, primary and secondary side pressure testing of the tube bundles, and an investigation of operating conditions, including secondary side chemistry on operations.

It is expected that the facility will remain shutdown through August to complete this program.

Fif ty-nine TLD's registered <ioses -anging from 0.10 mR/ day to 0.20 mR/ day.

Average dose was 0.13 mR/ day.

These dose rates are consistent with natural background radiation in the TMI area.

Opening of the inner door for personnel irlock no. 2 was precluded during the initial attempt due to the a

stuck 6P sa fety interlock pin.

The stuck pin problem was corrected on July 1,1980 by drilling a small hole through the door and disengaging the pin.

The opening of the inner door on July 16, 1980, was successful.

The open coor allcwed for radiation surveys to be taken irside the rcactor building near the inner door.

The radiction levels r..nged trea appronmately 20 mR/HR at the door to approximately 700 ir.R/HR 12-15 feet from the door.

The licensee and the NRC onsite staff arc reviewing the inner danr problem with respect to ALARA (as low as reasonably echievab.le) ccnditions.

The licensee plans are to make perionic airicek er:tries for data collection, i.e., inner door gap measurements between mating surfaces, etc.

In addition. during the scheduled first containaent entry planned for July 23,1980, (since the March 23 accident) an individual will be dedicated to the thorough cleaning of the door seals / mating surfaces.

This will be followed by subsequent testing of the inner door seals.

Licensee review of the functicncl s

test and operating procedures for the MDH system is in progress.

Hafor outstanding items for system operation are:

Replace carton steel filter housings with stainless steel filter housings; perform the functional test the system; completc operatur training; issuance of associated operating procedures; and revise technical specifications to address KOH system operation.

Plant Decontamination.

A subcGnnittee was established this week to coordinate all outstanding items for plant decontamination.

The pending operation of the desludging system for various radwaste tanks was discussed.

Procedures to support desludging operations were submitted to the NRC onsite staff for review.

Mere detailed reports in this area are forthcoming and will be addressed in subsequent reports.

0FFICE OF STANDARDS DEVELOPMENT IMPORTANT EVENTS FOR THE WEEK ENDING JULY 18, 1980 1

The Toxic Substance Strategy Committee (TSSC) sent its report to the President in May and it was released to the public on June 29, 1980.

Key findings of the report, " Toxic Chemicals and Public Protection",

include: the fact that cancers among Americans are rising for the first time in 30 years (up about 10% from 1970 to 1976); that there may be a causal link between this rise and the rise in quantity and variety of toxic chemicals being produced; the estimate that occupational exposure to carcinogens is a factor in more than 20% of all cancers and that there is a need for more interagency coordination and more resources to comply with existing legislation.

The TSSC will continue to stay in existence for only a short time to start planning for individual agencies and interagency groups to implement the recommendations of the report. The NRC has a comitment to share information on toxic substances research and development projects which has been formalized by a Memorandum of Understanding signed by NRC and the Smithsonian Scientific Information Service.

Meeting of the Working Group for the U.S. Radiation Policy Council: The Interagency Working Group, which was established to develop the long-term i

agenda for the U.S. Radiation Policy Council (RPC), held its fourth meeting

on July 15, 1980.

The Working Group received progress reports from the three task forces (low-level waste disposal, occupational radiation protection, and control of radon in inhabited structures) and discussed the RPC regional meetings which are scheduled to obtain public input for the RPC agenda.

Karl Goller, SD, attended the Working Group meeting as NRC's representative.

Robert Minogue, John Guibert and Ed Podolak also attended.

Each of the RPC regional meetings will be attended by an NRC representative:

Karl Goller (Boston, July 22); Ray Smith (Denver, July 29 and San Francisco, July 31; and James O'Reilly (Atlanta, August 5)

The primary task of the Working Group at the July 15, 1980 meeting was to approve a schedule for developing the Council's reports to the President and the public.

Currently, a report to the President is scheduled for September 30, 1980 and will contain: a tentative agenda for Council activities;- a description of public participation; and a summary of the work of the three task forces. The tentative Council agenda for 1981-83 would be circulated for comment by the public, other Federal agencies and the-Congress. A second Council report dated December 31, 1980 would be

- written for widespread distribution and would include the final Council

-1981-83 agenda.

OFFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Ending July 18, 1980 Implementation of the US/IAEA Agreement NMSS is conducting a number of activities required to place into effect the safeguards treaty recently ratified by the Senate.

NRC responsibility for' implementing the agreement in U.S. facilities is assigned to a Safe-guards Agreement Implementation Group.

Tasks include:

Provision to Department of State of an updated list of NRC-licensed facilities.

b.

Development and GA0 clearance of reporting forms to be used by U.S. facility operators in providing information to IAEA.

c.

Development of reporting instructions to clarify and provide more detailed information to assist licensees in meeting the new requirements.

Fixed Site Physical Protection Upgrade Rule Guidance Compendium NUREG 0659., " Fixed Site Physical Protection Upgrade Rule Guidance Compendium" has been published and distributed to fuel cycle licensees and other interested parties.

The compendium, in three volumes, provides comprehensive guidance which will aid fuel cycle licensees in the development of physical security plans to meet the requirements of the Physical Protection Upgrade Rule, effective March 25,1980.

Memorandum of Understanding With Bureau of Alcohol, Tobacco and Firearms (ATF)

The NMSS Safeguards staff has completed negotiations with the ATF staff on a memorandum of understanding (MOU) between NRC and ATF. The MOU is now being coordinated with other interested staff offices, after which it will be forwarded to the' Commission for approval.

Participation in Panel on LLW at Annual Meeting of National Conference of State Legislatures On July 10, 1980, Dale Smith, Chief, Low Level Waste Licensing Branch, participated in a panel discussion of low level radioactive wastes at the annual meeting of the National Conference of State Legislatures. The purpose of the panel discussion was to bring together persons with a wide spectrum of responsi-bilities and opinions to present their views on dealing with tb current problems of transportation and disposal of radioactive wastes.

The session was well attended, and there was considerable interest and participation on the part of the atterd-as. The panel consisted of State Senator Paul.,ess, Chairman, Governmor Richard Riley of South Carolina, Dr. Petar Montague, Princeton University, State Representative Daniel Kemmis of Aontana, State Representative Stanley Fink of New York,'Sheldon Meyers of D)E, and Mr. Smith.

Guidance Document for Licensees We have prepared a first draft of a guidance document entitled " Standard Format and Content for Radiological Contingency Plans," for HMSS-licensed facilities and have sent it to IE and SD for informal review and comment.

The purpose of the document is to assist NMSS licensees prepare contingency plans for responding to radiation emergencies.

National Certification Program for Radiographers Members of the Material Certification and Procedures Branch met with representatives of the Agreement States on July 10, 1980, to discuss a national certification program for radiographers.

It was agreed that such a program was desirable and a follow-up meeting was scheduled for August 20, 1980, during which we plan to iron out legal and technical problems.

On July 17 representatives of IP, NMSS, ELD, and SEC met with State, ACDA, and DOE to discuss scenarios regarding ratification and implementation of the U.S.

Voluntary Offer. On the basis of this meeting it appears that all necessary activities are being provided high priority by the responsible office.

State will be consulting the ISG (on which IP and NMSS represent NRC) regarding the timing of ratification of the Agreement, and the approach to be taken at the HPT Review Conference in August.

0n_ July 14 and 15 Jim Montgomery, Region IV, RSLO, attended a low-level waste disposal meeting to rsview the Part 61 regulations sponsored by NMSS and conducted by the Western States Energy Board. During the course of the meeting Jim met with State representatives to dismiss a wide range of State /NRC concerns.

He also discussed water quality issues.with South Dakota officials.

He also talked with a. representative of Wyoming concerning the meeting between NMSS and officials scheduled for July 21st in Cheyenne, Wyoming.

On Wednesday, Jim Montgomery and Wayne Kerr met with officials from Utah State Health Department in Salt Lake City to discuss Utah's becoming an Agreement State.

On Thursday, Jim met with Kansas officials to discuss topics related to construction of the Wolf Creek Nuclear Power Plant.

Program Development As a member.of RAC III,.T. Elsasser, Region I, RSLO observed and critiqued the Pennsylvania Radiological Emergency Response Drill held on July 16th in conjunction with TMI Unit I facility.

Robert Trojanowski, Region II, RSLO, participated as a member of the Regional Advisory Committee in ca emergency Planning Review Meeting with State officials in Frankfort, Kentucky on July 14 through July 16, 1980.

Frank Young will represent SP at the State. Planning Council alternates meeting in Chicago, July 21.

Using plant data processed under contract by Franklin Research Institute, MPA will operate the ENQUAL system for NRR, IE and other interested offices.

Computer Hardward Support NIH has replaced one of their IBM 370/168 computers with an IBM 3033, a new and more powerful machine. This should result in faster turnaround and response times for NRC users.
