Gentlemen:
The following is offered as a response to NRC Inspection Report Numbers 50-321/80-19 and 50-366/80-19 concerning one infraction.
INFRACTION As required by Technical Specification 6.5.2.8.e, audits of unit activities, including the Emergency Plan and implementing procedures at least once per 24 months, shall be perfonned under the cognizance of the Safety Review Board.
Appendix F of the Emergency Plan defines the Emergency Procedures which have been established to implement the Emergency Plan.
Contrary to the above, your inspection revealed that an audit of the Emergency Implementing Procedures was not conducted under the cognizance of the Safety Review Board during the period October 1977 to April 1980.
RESPONSE
The failure to perform the audit as required was due to a misinterpre-tation of the requirement.
During the period specified, only specific Emergency Plan Procedures which had been revealed as areas of concern were audited under the cognizance of the Safety Review Board.
The Safety Review Board has since taken positive steps to assure that audit requirements are met. A full audit of the Emergency Plan and implementing procedures has been completed and will be reported to the Safety Review Board on June 10, 1980.
