Gentlemen:
This refers to the inspection conducted by Messrs. T. E. Vandel and
I. T. Yin of this office on February 26, 1975, at the Bechtel
Associates Professional Corporation, located in Ann Arbor, Michigan,
relative to construction activities at the Midland site, authorized
by Nuclear Regulatory Commission Construction Permits No. CPPR-81
and No. CPPR-82, and to the discussion of our findings at the conclusion
of the inspection with Mr. H. W. Slager of your staff.
A copy of our report of this inspection is enclosed and identifies the
areas av==ined during the inspection. Within these areas, the inspection
consisted of a selective examination of procedures and representative
records, interviews with plant personnal, and observations by the inspectors.
No items of noncompliance with NRC requirements were identified within
the scope of this inspection.
By way of this letter, we wish to establish our understanding with
regard to. accepting your safety evaluation findings under the requirements
of 10 CPR Part 50.55(e) relating to deficiencies in rebar spacing
found in the Mid1==A Unit No. 2 reactor cont =4a===t building wall. As
a result of our review, we have concluded that the present safety evaluation
appeared inadequate and that a supplementary report will be required.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part
2 Title 10. Code of Pederal Regulations, a copy of this letter and the

enclosed inspection report will be placed in the NRC's Public Document
Roon. If this report contains any information that you or your contractors
believe to be proprietary, it is necessary that you make a written
application to this office, wit.hin twenty days of your receipt of this
