We have reviewed your report, " Environmental Aspects of Bullock Creek Rerouting", dated August 10, 1973, submitted in response to our July 20, 1973 letter.
The staff has estimated that the proposed diversion of Bullock Creek could result in approximately a 1% increase in the total dissolved solids content of the 'Tittabawassee River. Since the dissolved solids which would be added to the River are the natural constituents of most surface waters, it is concluded tnat this increase should r.ct result in an adverse environ-mental impact. Since it appears that Consumers Power has adequately assessed the environmental impact of the proposed diversion of Gullock Creek and has proposed appropriate mitigating actions to reduce the impact of this action, there are no apparent reasons for Consumers Power not proceeding as planned.
The above conclusions are based in part on Consumers Power's report which indicates that the following conditions will be met to assure protection of the environment:
1.
A monitoring program as outlined in Section 9 of " Environmental Aspects of Bullock Creek Rerouting", dated August 10, 1973, will be conducted.

If.other harmful effects or evidence of irreversible damage are detected by the monitoring, Consumers Power will provide an analysis of tne problem and a proposed course of action to alleviate the problem.
