This refers to the quality assurance / quality control problem regarding j

placement of reinforcement steel for safety related structures at the Midland Nuclear Plant.

This matter has been the subject of the NRC in-spections and meetings between our representative staffs since March, 1976.

A stop work order for 'the placement of concrete on safety related structures was issued by the Consumers Power Company and their contractor at the Midland site on June 8, 1976.

As a result of our inspections and meetings, and the specific problems leading to the June 8 stop work order, detailed plans of action to assure effective-ness of the QA/QC program were proposed by Consumers Power and later documented in your letter of June 18, 1976. The dates you plan to implement these actions are identified in your letter of June 24 1976.

Based on your letters of June 18 and 24, and telephone conversations between you and D. W. Hayes on June 23, 1976, and Slager of your staff and D. W. Hayes on Juneand Messrs. Southworth 24, 1976:

We understand that prior to resumption of concrete placement for safety related structures at the Midland site, Consumers Power will implement the plans of action identified under Item 1 in your June 24, 1976 letter, " Activities to be Completed Prior to Re-sumption of 'Q' Listed Concrete Placement."

We further understand in regard.to Issue No. 5 of the June 18, 1976 letter that, prior to the discontinuance of the overlay in-spections by Consumers Power, be reviewed with the NRC Region III off.lce.the rationale for such action will goWT%
