DOCKE C 50-32y4 < 50-330 This letter addresses the commitments made in ny June 10, 1970 letter to transmit information relative to schedules for the plans of action.
1.
Activities to be Comoleted Prior to Resumotion of "0"-Listed Concrete Placement Tiie following activities described in the attachrunt to my June 10, 1976 letter will be completed prior to resumption of "Q"-listed concrete placcment:
(a) All activitics described in the olans of action for Issues Mcs.1, 2, C and 10.
(b) All activities described in the plan of action for Issue No. 3 with the exception of the final determination of where Project Engineering will review and aoprcve fabrication drawings (i.e., Ann Arbor office or at the ::idland site).
(c) All activities described in the plan of action for Issue l'o. 5 uith thc exccotion of the Eechtcl Quality Tssurance "in-denth review" of Lechtel Traiair.g nrcgrams. Also, since ti.e Corsemers Potter ovarlay inspection is an ongoing activity it will not be complete prior to resumption of concrete niaccments.

In relation to Issue No.12, only the review of design-related responsibilities of Field Engineers as they relate to rebar placement will be complete.
(e)
In relation to Issue Ho.16, only the change to the Bechtel Quality Control Field Inspection. Manual, Procedure G-3, Paragraph 4.10, will be completed.
Completion of the preceeding, and resumption of "Q"-listed concrete placements are anticipated to be by June 20, 1976.

Schedule for the P.emainder of the Activities Following is the schedule for completion of the other activities described in the attachment to my June 18, 1976 letter:
(a) Relative to Issue No. 3, the determination as to the optimum location (i.e., Hiditnd, or Ann Arbor) for Project Engineering review and approval of fabrication drawings will be complete and implemented by August 1, 1976.
(b) Relative to Issues Hos. 5 and 18, the Ecchtel Quality Assurance "in-depth review" of Cechtel Training programs.will be comolete and where the results indicate improvements are necessary, they will be implemented by August 1,1976.
i (c) Relative to Issue No. 5, Consumers Power is reouiring that "the significant portions of corrective action taken in response to rebar oroblems" will be implemented orior to resumption of "Q"-listed concrete placement.
Consumers Power will continue its overlay inspections for at least the next 20 "Q"-listed concrete placements which contain rebar.
Upon completion of these 20 placements Consumu-s Power will evaluate the need for continued overlay inspections.
(d) Relative to Issues Nos. 7, 9,13,14,15,17 and 21, the activities described in the plans of action will be imolemented by August 1, 1976.
(e) Relative to Issue No. 8, the instructions to both Bechtel and Consumers Power Quality Assurance personnel on the need for documented procedures or instructions for the implementation of corrective actions which are taken to preclude repetition will be issued by July 15, 1976.
l Consumers Power Quality Assurance expects to complete the review and approval of the Bechtel Quality Control Field Inspection Procedures and Project Special Provision Notices by September 1, 1976.

(f) Relative to Issue No.11, the activities described in the plan of action will be implemented by July 9,1976.
(g)
Relative to Issue flo.12, completion of the review of design-related responsibilities of Field Engineers (other than those related to rebar placement - See "1.(d)" above) and comoletion of the review of the overall job resoonsibilities of Field Engineers will be complete by September 15, 1976.
(h) Relative to Issue No.16, the revised Bechtel and Consumers Power Quality Assurance reviews of Bechtel nonconformance reports will be implemented by August 1,1976.
(1) Relative to Issue No.19, the activities discussed in the plan of action will be complete by September 1,1976.
(j) Relative to Issue No. 20, the activities discussed in the plan of action will be complete by July 15, 1976.
