This letter is to inform you that we are postponing for approximately ten months the continuation of the review of your Final Safety Analysis Report (FSAR) for Crystal River Unit 3 Nuclear Generating Plant. This postponement corresponds to a like delay in your best estimate fuel leading and it is intended not to interfere with your stated plans for plant startup and operation.

In your letter of May 30, 1972, we were informed that Florida Power Corporation expects to revise, in the near future, its Application for Licenses to. state that construction of Crystal River Unit 3 is scheduled

_ for earliest fuel loading to begin in May 1974, with latest fuel loading to begin in December 1974.

In a subsequent telephone conversation, Mr.

J. Emmaock of your staff identified September 1974 as your best estimate date for fuel loading. Because of the demand upon the regulatory staff with other license applications, we deem it prudent to postpone continu-aties of your safety review consistent with these revised fuel loading dates.

This schedule is intended to provide timely review and.lisensing of Crystal River Unit 3 censistent with your revised schedule for plant operation.

Because of their potentially significant effect on continued construction, our review of a few items will not be postponed. Two such items are the l
