In accordance with Thomas Novak's memrandum of July 12, 1976~, to'

. Thomas Ippolito, requesting assistance from the EI6CS Branch to review-additional infomation pertsining to the ECCS for Crystal-

' River Unit hber 3, we are reporting our findings as folicws:

1 Pump Runout

)utomatic fit ccntrollers and discharge valve limit switch adjustments are being proposed by tho applicart to maintain an adequate NPSH for the decay heat and reactor building. spray pumps ciuring ba'

. the injection and recirculation code. or ECCS operation.

h'e have

- iewed the. design d:scription and supporting electrical schematics a.,d concluded ti.c. the electrical, instn=entation and controls for rreveting pt:

ruanm satisfy the'sar.e criteria m that for tne plant protection system and are acceptable, necpr for :ha ?? DST Icvol instrumentation cht.nnels utilized to adriaistratively acecz.plish the transfer frc u injecticn to recirculation node of operation.

' Two instnuamtation channels =enitoring DiST level are providc-d to effect manually the. transfer fron injection to recirculation made of ECCS operation. The level transmitters are counted in the same stem pipe in tho PEST and~theisignal cables from these trras-mitters.aro routed in the scme trays. Furthermore, the wiring'

- -has'not been: identified as' safety-related,and it is.not clear

..whether*the p6wer(supplied to-tho' transmitters emanate from

. E ' lass' 1E ' sources and whether the 'instrucents have been qualified F

C

Ein 'accordance with protection)ysten reqtiirements.

It is obvious that a sin;;2e~ failure can resultin tho'. loss of both DIST IcVel instrument chnenels 'ind:nf a consequence leaving the opc-rator

~

without infor. nation to determine when to transfer to the recircu-l lation mcdc of ECCS operation.
