Thompson, Acting Director, Division of Field Operations, IE:HQ FLORIDA POWER CORPORATION, CRYSTAL RIVER 3 (DN 50-302) - STATUS OF COMPLETION In accordance with inspection procedure No. 943003, the attached en-closures list remaining open items required to be completed before a finding of readinee for operation may be endorsed by Region II.
The significance of each identified item, relative to the planned issuance of the operating license, is discussed.
The licensee plans to request issuance of an operating license prior to ec=pletion of the do=e repair and proof testing that are tentatively scheduled for co=pletion in January 1977.
FPC is considering requesting that the license be conditioned to: (1) permit fuel loading and sub-critical testing, but not to achieve criticality; or (2) permit fuel loading, suberitical and rero power testing. Tentative dates stated for submittal of the request are during the period of July 26-September 7, 1976. Region II is strongly opposed to issuance of an operating license that would permit the reactor to be made critical prior to completion of the reactor building dome repair and satisfactory performance of the structural and integrated leak rate testing of the building.
