,< O" Enforcement FLORIDA POUER CORPORATION (CRYSTAL RIVER 3), LICENSE No. CPPR-31, DOCKET No. 50-302 - POWER ASCENSION TESTING DOES NOT MEET GUIDANCE IN R.G. 1.68 Section 13.1.1 of the Crystal River FSAR cotaits to R.G. 1.68.
Table 13-4 of the FSAR describes the power ascension test program.
The test program does not include the part-length rod insertion and removal test listed in R.G. 1.68, Appendix A, Section D.l.m.
The licensee has stated that he does not intend to perform this test since the induced power oscillation test was performed on Oconee 1 and Cr/stal River 3 is an Oconee type plant (B&W).
The licensee stated further that adequate Xenon control is demonstrated during the dropped rod, pseudo rod ejection, and power imbalance detector correlation tests.
This matter involving a situation where a licensee plans to take credit for testing performed on_a prototype plant, in lieu of meeting the Regulatory Guide, is forwarded for your evaluation.
If you concur in our position that R.G. 1.68 does not permit substitution of data from a
.r prototype plant, in lieu of actual testing, then you are requested to discuss this matter with Licensing.
