420.0 INDUSTRLU. SECURITY AND EMERGENCY Pl.MRTING BRRICH We have reviewed Revision 2 to the Florida Power Corporation (FPC) Security Plan for Crystal River 3 '

Nuclear Generating Plant, sub=itted under cover letter J. T. Rogers /.FPC) to the USSRC (Attn: W. R. Butler) and find that the subject plan should be revised to conform to the following staff positions:

421.1.(RSP)

The central alarm station should be regarded as a vital area and should meet the requirenents of RiS1 N18.17-1973 at Section 2.2.7 and 3.4 421.2. (RS?)

The plan should protide for tenporary changes to procedures to nitigate the c:ncequences of failures of security systen conponents, including losses of clectrical power (re E!SI N 18.17-1973 at Section 4.2.6).

9 421.3 (RSP)

Se plan should provide for periodic scarches of individuals entering the protected area and packages they may be carrying, on a random basis which assures that the average frequency of searches of each regular plant employee is not less than tucive times per year. (Ref. ANSI N18.17-1973, Section 3.3.2.3.)

The plan should assure that only essential vehicles are allowed access to protected areas.

These include those designated strictly for security or e=ergency purposes, or vehicles not used pri arily for conveyance of people that must be allowed within the protected area to serve a required function. (Ref. ANSI NIS.17-1973, Section 3.3.1.)

421.5 (RSP)

Your plan should provide for a means of co==unicatica, e.g., portable transceivers, between the permanent and te=porary guardhouses and roving guards, such that co==unications between guards veuld be reasonably assured
