OPERATIONAL QUALITY ASSURANCE PROGRAM (CRYSTAL RIVER UNIT 3)
We completed our review of the revisions that you have made to the Opera-tional Quali.ty Assurance Program for Crystal River Unit 3 ad described j
in Amendment 52 to the Final Safety Analysis Report for Crystal River Unit 3 and as further described in Addendum 1 to Amendment 52 dated May 5, 1977 and May 20, 1977, respectively. Based on our review we deter-mined that the Quality Assurance Program for the operations phase of Crystal River Unit 3, as revised, complies with the requirements of Appendix B to 10 CFR Part 50 and the supplemental guidance contained in Regulatory Guides 1.8 (Revision 1),1.30,1.37,1.38(Revision 1),1.54, 1.58, 1.64 (Re' vision 2), 1.74, 1.88 (Revision 2), 1.94 (Revision 1), as well as ANSI Standards N18.7-1976. N45.2.8-1975, N45.2.12 (Draft 4 Revision 2), and N45.2.13-1976.
Based on the determinations described above we conclude that the Quality Assurance Program as described in Amendment 52, and Addendum 1 to Amend-ment 52, is acceptable for the operations phase of Crystal River Unit 3.
We conclude that the Quality Assurance organization of Florida Power Corporation is provided sufficient independence from cost and schedule (when opposed to safety considerations), sufficient authority to effec-j tively carry out the program, and sufficient access to management at a 1

- level necessary to perform its quality assurance functions. We also I
conclude that the Quality Assurance program description contains adequate I
requirements and a comprehensive system of planned and systematic controls which address each of the criteria of Appendix B to 10 CFR Part 50 in an acceptable manner.
