Moselty, Director, Region II, Office of Inspection and Enforce =ent FLORIDA POWER CORPORATION, CRYSTAL RIVER 3, DOCKET NO. 50-302 - UPDATE STATUS OF COMPLETION This memorandum updates my me=orandum of December 22, 1975, concerning the status of co=pletion of construction and preoperational testing of Crystal River 3, as determined by IE inspections conducted through January 16, 1976. Due to the lack of significant progress made by the licensee to resolve the unresolved ite=s and permit IE:II to co=plete the inspection program, the items identified in that =c=orandum will not be reiterated in this memorandum.

Basically, the only two changes are the resolution of ite=s A.8, concerning UDE procedure qualifica-tion and co=pletion of inspection =odule 703433 identified in para-graph 2 of attachment 1 to the =e=orandum.

Due to the large nucher of itess requiring resolution by the March 19, 1976, advertised fuel leading date, Region II requested and met with FPC corporate level management personnel at their corporate offices on January 23, 1976.

The following items were dis'dussed:

1.

The overly optimistic March 19, 1976, fuel loading date.

2.

Approximately 30'; of the preoperational test procedures remain to be written and/or approved.

3.

Approximately 60% of the syste=s remain to be preoperational tested.

Thirty seven percent of the tested systems have deficiencies,that require resolution.

4.

Only three hot functional test procedures have been aptroved and no hot functional testing has been perfor=ed.

5.

Containment structural integrity and intergrated leak c-remains to be perfor=ed.

Resolution of the unresolved items (identified in IE:II memo of January 22, 1975).

7.

Modificatiens to effect correction of the inadequate performance of the sodium thiosulfate ai sodium hydroxide systems and retesting to verify adequacy of c Jifications.

FPC takes exception to retesting to verify adequacy of modification.

Potential action item for IE:HQ.

8.

Evaluation and resolution of indications identified in safety related piping welds of the feedwater and main steam systems.

Potential action item for IE:HQ.

9.

Resolution of the EPSI and LPSI pu=p runout probles.

Tentative plans are to restrict flow by limit switch adjustment to prevent discharge valve from traveling full open.

Potential action item for IE:HQ.

10. Practice e=ergency drill not perforced (Tentatively scheduled for February 18, 1976).
11. Procedures - RG 1.68 states following procedures should be =ade available to IE not less than 90 days prior to scheduled fuel leading.

Initial fuel loading procedure not co=pleted and/or approved.

Power ascension testing procedures not co=pleted.

Reactor operating procedures not completed (cost have been.

completed).

Subsequent to the meeting, FPC notified IE:II that the fuel loading date had slipped to April 4, 1976.

Also, that labor difficulties were being experienced and each day of the strike (insulators) would delay the fuel loading date day for day.

An update of the unresolved items will be forwarded following our planned inspection of the facility during the week of February 2-6, 1976.
