In our letter to you dated June 19, 1975, we stated our position that Florida Power Corporation (FPC) should describe-their provisions for meeting Regulatory Guido 1.79, "Preoperational Testing of Emergency Core Cooling Systems for Pressuri::cd Water Reactors", for Crystal River, Unit 3.

-At your request, two meetings were held in Bethesda, !!aryland, one
' on July 1,1975 and the other on higust 19, 1975, where Regulatory Guide 1.79 uas discussed with the IEC staff.
At the last necting you indicated that testing and/or analysis for Net Positive Suction Head and Vortexing prevented you from sulaitting a complete test
. procedure for compliance with Regulatory Guide 1.79. You indicated that analysis m uld be expedited and the IEC staff would be advised at an early date tAten the sulnittal of your test procedurcs muld 2
follow.
In a telephone call on Septenher 15, 1975, I!r. J. Rodgers, Assistant Vice President and ?tclear Mutager, infomed Mr.L. Engle, Licenning Project Manager, that FPC uns not now actively continuing their efforts for submitting a test procedure concerning Regulatory Guide 1.79.
We are concerned lest this unresolved iten 1 cad to a delay in licensing schedules required prior to your fuel loading dato of " arch 1976.
