On Septe~.ber 22, 1975 we received your provisionc for meeting Regulatory Guide 1.79, "Preoperational Testing of Emergency Core Cooling System for Pressurized Water Reactors", for Crystal River, Unit 3 (CR-3).
We find your response includes no provisions for a sump test verification of Net Positive Suction Head (NPSH) and control of vortex formation.
Therefore, wo find your response to Regulatory Guide 1.79 is not acceptable at this time.

resolution of these matters is needed in order that your preoperational testing required for meeting Regulatory Guide 1.79 will not impact your accelerated fuel load date.
We request that your response to Regulatory Guide 1.79, with regard to a sump test for NPSH and vortex control be submitted for staff review on October 31, 1975.
If you cannot meet this date, please inform us by letter within seven (7) days after receipt of this letter so that we may revise cur scheduling.
Please call us if you have any questions concerning these natters.
