AMENDMENT N0. 38 TO APPLICATION BY FLORIDA POWER CORPORATION FOR A SECTION 104b CONSTRUCTION PERMIT AND LICENSE FOR A UTILIZATION FACILITY DOCKET N0. 50-302 Florida Power Corporation, a corporation organized and existing under the laws of the State of Florida, Applicant for an operating license and construction permit for Crystal River Unit 3 Nuclear Generating Plant, hereby amends its Application by the filing of Amendment No. 38.
Amendment No. 38 consists of updated pages to the Final Safety Analysis Report which reflect revisions to Section 14.0, Safety Analysis; and revisions to Appendix 12B, Emergency Plan, which include the Letter of Agreement between Shands Teaching Hospital and Florida Power Corporation, and Tab 4, Appendix II, Evacuation Procedures Related to the Crystal River Nuclear Plant Site, of the State of Florida Radiological Response Plan (Attachment B-2 of Appendix 12B).
In addition, Amendment No. 38 contains a completely revised Appendix 148, Evaluation of Purging as a Means of Controlling Post Accident Hydrogen Accumulation to reflect the

new meteorological data that was collected during the period from January 1, 1972 to December 31, 1972.
This amendment to the Application contains no restricted data or other defense information.
